Who are we?

The British Embassy in Moscow is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for a Community Liaison Officer (CLO) to support UK diplomats and their dependents in the Russia network.

Main purpose of the job:

The CLO acts as a bridge between UK Embassy staff, their families, and the Embassy Corporate Services Team and Embassy senior leadership. They are a key point of contact and support for staff and families before their arrival and during their posting in Russia.

The successful candidate will work closely with the Deputy Ambassador and corporate services colleagues to support the wellbeing of all staff at the mission, including the families of UK Based staff. The jobholder will also be responsible for supporting integration of new officers, organising fun events that bring people together, supporting healthcare and schooling/childcare, and being a source of kindness and support to officers and family members when needed.

Training will be provided to support you in your role. We don’t expect you to come pre-armed with a “CLO skill set”: just kindness, empathy, and a willingness to muck in and support people.

What will you be expected to achieve?

  • Ensure smooth integration of new UK staff and their families into the life of the Embassy by liaising closely with officers and their families before and after arrival, providing short orientation tours and acting as a source of referral and pastoral support. Work with Corporate Services and Estates Management teams to help new arrivals settle quickly and support them throughout their posting.
  • Support welfare of staff within the network, including through the organisation of fun events that bring together staff and spouses in social settings and build a sense of trust and mutual support. The CLO, in discussion with the Deputy Ambassador, will have a lot of discretion to decide on the types of events needed to support welfare.
  • Gather, maintain and submit to the UK information on:
    • medical provision at post
    • childcare and education provision at post
    • recreational facilities
    • Cost of Living (COL) survey returns, and
    • completion of FCDO FAMILIES Spouse and Partner Annual Employment Report. FCDO FAMILIES, formerly Diplomatic Service Families Association, is the family support service for the Foreign, Commonwealth & Development Office (FCDO).
  • Maintain information on children’s education, include completing ‘School, Nursery and Childcare Information Sheets’ and liaise with the FCDO FAMILIES and FCDO Education Team on updates. They will also liaise with approved schools in Moscow to facilitate new student enrolment of incoming families and visit schools to carry out checks and complete necessary documentation.
  • Act as the community representative for UKB colleagues and families by attending post committees such as the wellbeing, housing, sports and social, and playgroup committees, and by maintaining links with, and advertising the offers of, FCDO Families in London.
  • Alongside the Deputy Ambassador, act as a confidential source of support that UKB staff and families can approach when they have questions, problems and difficulties.
  • Update the Post Welcome Pack, CLO MS Teams site, and work with teams across the mission to update the Post Report and Fact Sheet. The CLO will work with local medical providers and UK health and welfare to facilitate annual influenza vaccinations for staff and families.
  • Play a supporting role in emergency planning, including by taking relevant training, being familiar with plans and ensuring staff and family details are updated.

While this is primarily an office-based position, flexible working arrangements can be discussed. The role is suitable for a job share. This is a full-time permanent contract, 5 working days, 35 hours net per week. A job share would be considered.

The successful candidate will be subject to professional background check and security clearance.
