JOB DESCRIPTION

Job Summary

Nature of the consultancy: Supervising and monitoring construction and rehabilitation projects to ensure compliance with approved designs, specifications, budgets, and schedules. Key duties include conducting site inspections, certifying contractor works, reviewing and managing Bills of Quantities (BoQs), ensuring adherence to technical specifications and quality standards, and reporting progress and any deviations to the IOM Project Management Team

Key Responsibilities

Tasks to be performed under this contract

  • Ensure that all works are conducted in accordance with the terms and conditions of the agreement the construction company signed with IOM, national laws, and building codes.
  • Develop detailed design plans for the refurbishment and maintenance, including architectural drawings, engineering calculations, and specifications for materials and finishes.
  • Prepare, review, and seek approval of technical designs, (BOQs), and other project documentation to ensure accuracy and feasibility.
  • Review contractor’s progress reports as a basis to measure progress and compliance to design specifications and standards (sanitation and safety) and for payment issuance;
  • Conduct monitoring visits to assess progress of work and compliance with the schedule and agreement with IOM as well as identify and propose corrective actions if required on a monthly basis.
  • Provide progress reports after each monitoring visits to the Project Manager with regards to progress, contractor compliance and adherence to contract specifications on a monthly basis.
  • Ensure effective coordination with IOM Project Manager, to deliver regular reports according to the criteria specified, on time, and within budget to the best interests of IOM;
  • Provide feedback on the relevant documents submitted by the contractor and allowing space for the IOM Project Manager to monitor at regular intervals to avoid any variations at the end of the process. In this context, the consultant engineer should work in collaboration with the IOM Project Manager to visit the contractor on side on a weekly basis to the work performed and give his/her input. The engineer consultant also needs to submit relevant calculations when required by IOM.

Performance indicators for the evaluation of results

  • All relevant bill of quantities (BoQ), technical specifications, drawings (if necessary), and schedule of repair works developed, verified by the Project Officer and submitted to and verified by IOM
  • Monthly progress reports submitted on time and approved by the Project Manager
  • Written report confirming that the BoQ submitted by the construction companies correspond to the requested services and works submitted to and verified by IOM
  • Certificate of Provisional Acceptance of the Works submitted to and verified by IOM
  • Certificate of Final Acceptance of the Works submitted to and verified by IOM
  • Post-repair monitoring report submitted to and verified by IOM as needed.

Required Qualifications

Education

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field; Master’s degree is an advantage.

Experience

  • Minimum of five years of progressively responsible experience in supervision of civil works, including preparation and review of BoQs, cost estimates, and design documentation in line with national standards and codes.
  • Experience with international organizations, humanitarian, or development projects preferred.
  • Excellent knowledge of construction materials, methods, and safety standards.
  • Familiarity with IOM procedures is an advantage

Skills

  • Strong analytical, communication, and report writing skills.
  • Proficiency in AutoCAD, MS Project, and MS Office tools.

Languages

  • Fluency in English and Arabic is required.

IOM’s official languages are English, French and Spanish.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required

  • Travel may be required for the project based on needs and follow IOM’s applicable procedures and security protocols
