The successful candidate will be contracted to DT Global, funded by MFAT but reports to the Bougainville Police Service.

Program Background

DT Global has been engaged by Ministry of Foreign Affairs and Trade (MFAT) under New Zealand’s International Development Cooperation programme to assist with the recruitment of corporate support for the Bougainville Police Service (BPS). Through MFAT’s support, New Zealand Police has partnered with the Bougainville Police Service for nearly three decades and is now entering a new phase of support focused on strengthening skills and leadership through targeted training, enhancing corporate functions, and improving infrastructure.

The Role

This position is part of a coordinated effort funded by MFAT to enhance back-office operations through the strategic placement of in-line (non-sworn) personnel within BPS. The Finance Coordinator will be embedded within the BPS and provide critical day-to-day support to the finance function. The role will also contribute to strengthening systems, documentation, and internal controls to align with ABG policies and processes. The position supports BPS’s broader goal of operating a responsive, modern, transparent, and professional policing service

Key Selection Criteria

• Degree in Finance, Accounting, or related discipline
• Minimum 8-10 years’ experience in financial management in government, development, or donor-funded programs
• Demonstrated ability to design and implement financial control systems
• Proven experience in preparing financial reports and coordinating audits
• Strong mentorship skills and ability to build capacity of local teams
• Experience in low-resource, culturally diverse environments

Desirable

• CPA or equivalent professional qualification
• Experience working in or with PNG or Bougainville government systems
• Familiarity with compliance and reporting requirements in financial management in government, development, or donor-funded programs
• Understanding of Bougainville governance frameworks and development context
• Proficiency in Tok Pisin or local languages
