Budget Consultant

Kinshasa, DRC

Mid Jan – March 2026 (10 days across 3 months)

DRC’s Ministry of Health, supported by the FCDO, has adopted a National Strategy for Improving Quality and Safety of Care and a Strategic Plan for Hospital Reform and will develop a practical, harmonised 10-year (2025–2035) operational plan in line with this strategy.

We are seeking applications from qualified experts to provide support on budget development as part of this plan. The Budget Consultant will join a team with 2 others to deliver this assignment, and will take a lead on developing a realistic estimated global budget for the Operational Plan based on context, available data and in collaboration with the Ministry of Health, and on calculating a detailed budget for the first 3-year action plan, drawing on feedback from validation committees on drafts to finalise these outputs.

Required Experience/Skills

Required

  • In-depth understanding of DRC health system
  • Well versed in planning processes using various costing approaches to accurately estimate budgets for long-term plans within the health context of the DRC
  • Excellent analytical, synthesis, and writing skills.
  • Minimum of a master’s degree in public health, health economics or other similar field
  • Ability to work effectively in multicultural environments and under pressure
  • Ability to speak and write in English and French
  • Desirable
  • Experience working with international partners (WHO, World Bank, EU, etc.).
  • Proficiency in strategic and operational planning tools (logical framework, SWOT analysis, etc.)
  • Strong facilitation and participatory workshop skills.
