Job Description:

Purpose of the position:

Under the supervision of People & Culture Safeguarding Director, the incumbent will be responsible for participating and implementing P&C Safeguarding strategies that enhance organizational culture, employee engagement and overall performance.

Promote and ensure a safe, respectful and compliant workplace across World Vision Lesotho. This includes effective case management of safeguarding and misconduct incidents, conducting investigations and disciplinary processes, ensuring compliance with the local labour laws and WV policies, and undertake HR risk assessments. safeguarding and misconduct incidents in line with World Vision Partnership and local policies and procedures.

The position supports staff learning, leadership development and spiritual growth initiatives to strengthen the high-performance culture. The position also supports P&CS Director to promote staff capability in upholding ethical conduct in line with core values, donors’ requirements, audit standards and WV policy compliance. It has oversight supervision to payroll processing and track PCS monthly expenditure for budget alignment.

Key Outputs/Responsibilities

1. People & Culture Strategy (30%)

  • Actively participate in the development, review and implementation of P&C strategy and WVL Strategy Review sessions.
  • Participate in the development, review and updating of People and Culture Safeguarding policies in consultation with P&CS Director and relevant stakeholders.
  • Proactively advise management and staff of any changes in P&C policies, employment; conditions, guidelines and the implications thereof.
  • Participate in inculcating WV culture through the Mission, Vision, Core Values and Mindsets & Behaviours across the organization.
  • Participate in change management process to ensure staff engagement, transparency, fairness and frequent information sharing for buy-in and successful completion with minimal issues;
  • Advise line managers on talent management, workforce planning and other P&C programmes to support agile, low cost and high impact strategy;
  • Enhances team dynamics and talent retention through inclusive practices to promote cross-functional collaboration and streamlined P&C delivery;
  • Contributes to re-skilling initiatives, leadership development and professional growth to ensure adequacy of competent staff to deliver integrated programming and projects;

2. Safeguarding, Employee Relations & Compliance ( 30%)

  • Provide technical guidance for staff related safeguarding case management and misconduct incidences in line with WV policies collaborating with WVL Safeguarding Focal Person;
  • Conduct investigations for cases reported on Integrity and Protection Hotline (IPH) and Internal Investigations Management (IIM) under Lesotho and document findings with integrity and attention to detail;
  • Oversee sensitive and complex investigations, ensuring confidentiality, fairness and adherence to due process;
  • Provide technical guidance to line managers on disciplinary actions, sanctions and corrective measures based on investigation outcome;
  • Produce high quality investigation and disciplinary reports for internal use and submission to the Global Centre & Region;
  • Maintain up-to-date knowledge of Lesotho labour laws and ensure WVL policies are contextualized to the local context and WV International standards;
  • Conduct regular HR risk assessment, update the register and advise P&CS Director and key stakeholders on potential risks and documented mitigation measures;
  • Coordinate P&C compliance functions across WVL to ensure timely completion, alignment and adherence to the Partnership and Regional standards and timelines;
  • Undertake HR audits, document issues and follow through with relevant stakeholders to ensure identified risks are addressed and closed within agreed timelines;
  • Handle staff grievances, keep record on incidences and escalate to management when necessary for further interventions.

3. P&C Systems, Processes and Budget Oversight (20%)

  • Contribute to process automation and simplicity to enhance data integrity and effective Christ centered services;
  • Maintain accurate up-to-date human resource records, both physically and on Workday with effective use of HRIS to ensure compliance with organizational and legal requirements for data driven decision making process;
  • Support the P&C Director in carrying out HR wellbeing surveys and monitor effective implementation of the recommendations and appropriate actions to address issues raised;
  • Facilitates HR tracking tools to ensure timely completion of recruitment, on-boarding process, performance management, remuneration, benefits and quality reporting.
  • Carry out Our Voice Survey focal group sessions to ensure full participation and strengthen psycho-social safety;
  • Review system-based exit report and conduct one-on-one staff exit meetings, identify areas of concerns and advise P&CS Director and management on possible corrective measures;
  • Support payroll compliance reviews in line with monthly reports and ensure proper documentation for employee records;
  • Prepare P&C budget estimates and regularly monitor P&C budget expenditure. Advise on appropriate corrective action where necessary;
  • Manage all P&C service providers agreements to ensure timely service, payments; assess and advice on value for money for continuous relationship management.

4. Talent Management & Performance Management (10%)

  • Implement strategies that will help to identify, develop and retain high potential staff;
  • Participates in the design and deliverance of employee training programs in talent development;
  • Advise P&C Director and the management on talent related issues which may adversely affect performance;
  • Support managers on talent assessment, talent profiles, capacity development plans towards the development of sound succession plans;
  • Conduct a comprehensive Orientation Program for on-boarding teams to strengthen a welcome employee experience.
  • Promote a performance culture in World Vision Lesotho through capacity building of staff/managers on understanding of the process and methodology;
  • In conjunction with P&C Director and departmental managers, coordinate and ensure timely setting and review of performance agreements for staff at National Office, Projects and Cluster – Area Programmes. Ensure that subsequent feedbacks and follow-ups are logically concluded;
  • Consolidate reports and regularly avail performance management information to support management data-driven decision.

6. People Management & Reporting (10%)

  • Provide supervision, coaching and mentorship to the Grants Admin Assistant for the expected quality of deliverables and performance standards;
  • Provide technical guidance, support and advice to management and staff, regarding P&C business processes, recruitment timelines and acquisition of high-quality and competent candidates for WVL positions;
  • Carry out continuous assessment, training and support with feedback to enhance motivation and continuous learning;
  • Provide supervision to temps and interns engaged under P&CS;
  • Prepare and submit departmental reports and other briefs to the Director as and when required;
  • Proactively work with the P&C Director and team to ensure departmental mandates are achieved to the required standards;
  • Promote P&C Department to ensure it remains the heart of the organization by being easily accessible, available and visible to entrench the culture of psycho-social safety across WVL.

Qualifications, and Experience

Master’s degree in Human Resource Management, Industrial Psychology, Organizational Development or equivalent;

At least 8 years broad experience in Human Resources Management in a relatively large, complex and busy environment, of which 3 were served at supervisory level;

Certificate in any HR Software or Sage People 300 would be added advantage;

OR

Bachelor’s Degree in Human Resource Management, Industrial Psychology, Organizational Development or equivalent;

At least 10 years broad experience in Human Resources Management in a relatively large, complex and busy environment, of which 2 were served at supervisory level;

Certificate in any HR Software or Sage People 300 would be added advantage;

Knowledge & Technical Skills

  • In-depth Knowledge of the Lesotho labor and employment laws and proven experience of handling disciplinary and grievance process;
  • Proven knowledge of Sage HR Software or any related system;
  • Demonstrated managerial experience, including performance and conflict management;
  • Ability to be a team player, collaborator, work independently and able to effectively network (over any medium of communication) across all levels of the organization internally and externally.
  • Ability to work pro-actively in a fast-paced environment and timely accomplish multiple tasks simultaneously as well as provide a high-level customer service.
