The Role
The Senior Program Manager supports successful program implementation by overseeing and/ or managing cross functional program support. They build strong relationships with program teams and clients, serving as the main contact for operational needs. They ensure compliance and oversee functions in finance, procurement, HR, risk management, and operational areas to meet corporate and client requirements. By aligning program support and initiatives with organizational goals, proactively addressing challenges, and driving continuous improvement, they contribute to enhancing program quality and achieving desired outcomes.
Main Accountabilities:
People and Leadership
· Support the program to ensure it has the leadership, skills, expertise and tools to achieve end of program outcomes and meet client and stakeholder expectations.
· In consultation with Contractor Representative and Team Leader, plan program resourcing and manage personnel agreements including the negotiation and review of existing personnel contracts.
· Support the Program Team Leader, fostering a collaborative environment for effective leadership. Provide support to address any challenges.
Contractual Program Management
· Assist and/ or where delegated ensure contractual requirements, obligations and deliverables in program Head Contracts are met and effectively delivered.
· Coordinate contract reviews and negotiations by drafting contract amendments, managing edits and approvals, and ensuring compliance with the corporate legal process.
Client Engagement
· Maintain a collaborative relationship with clients at an operational level by responding to and managing project management requests and approvals.
· Build an understanding of client goals and assist in ensuring the program stays adaptable to emerging opportunities and shifting priorities.
· Help resolve client concerns promptly whilst aligning solutions with company values and objectives.
Development Effectiveness / Strategic Management
· Support the strategic direction of the program by monitoring project progress and client feedback and escalating any anticipated implementation challenges to the Contractor Representative.
· Assist the Contractor Representative and Team Leader with change management to realign the program’s strategic direction.
· Share lessons learned from program implementation across the business.
Financial Management
· Manage the financial performance and profitability of the program, including monitoring margin variations, justifying any discrepancies, and reporting them to management.
· Manage the accuracy and timeliness of forecasting, reporting and invoicing to our client and documenting the justification for changes in project forecasts.
· Review and monitor expenditure against the project Lifetime Budget, Annual Corporate Project Budget and Cash Flow Forecasting, coordinating with the program team to provide clear explanation for significant discrepancies.
Program Operations
· Manage program start-up activities, transition and mobilisation phases, and ensure effective handover and closure at project completion.
· Manage the integration of head contract and compliance requirements into operational manuals, personnel and partner engagements, and decision-making processes.
· Manage procurement and tender processes, ensuring compliance with procedures, head contract requirements, and client policies.
Business Development
· Build relationships with client representatives, program partners, independent development consultants, and other program stakeholders.
· Leverage networks, relationships, market/country intelligence to support new business opportunities that align with DT Global’s strategic goals.
· Contribute to proposal writing and/ or the identification of skilled candidates for named positions in proposals as needed.
Quality Management
· Contribute to and ensure conformity to DT Global Asia Pacific’s Quality Management System, including compliance with all policies and procedures and recommending improvements to the system.
· Participate in audits and contribute to the implementation and documentation of corrective actions and improvements.

About You
Knowledge, Skills, Experience and Qualifications
· Expertise – Experience managing donor-funded programs. Knowledge of the development, economic, political, social and culture issues in the Country / Region.
· Education – Bachelor’s degree in international development, business administration, law, project management, or a related discipline.
· Contractual and Legal – Understanding of contract requirements, and an ability to grasp an understanding of Australian Contract Law.
· Project Management – Ability to manage program deliverables, timelines, and budgets, while effectively identifying, assessing, and mitigating risks.
· Financial Acumen – Ability to develop and manage budgets, forecast financial needs, understand financial metrics and monitor the program’s financial performance
· Leadership – Ability to coach and mentor personnel and lead small teams.
· Communication – Excellent written and verbal communication skills to interact with diverse stakeholders, including donors, government agencies, and NGOs.
· Cultural Competence – Ability to work effectively in diverse cultural settings and understand socio-political contexts.
· Integrity – High ethical standards and a commitment to demonstrating integrity and professionalism.
· Report Writing – Ability to review and edit reports to improve readability and ensure they are clear and effectively communicate program progress to stakeholders.
· Negotiation and Influence – Demonstrated success in negotiating with and influencing diverse stakeholders.
· Organisational Skills – Ability to prioritize, plan, and organize workflow to meet tight deadlines, handle multiple tasks, and adapt to changing priorities.
· Commitment to Development Goals – Committed to the goals and values of international development, including sustainability, equity and Do No Harm principles.
