Background:
The National Political Officer position is assigned to the Office of the Head of Mission with the OSCE Programme Office in Bishkek (POiB). The incumbent works under the direct supervision and guidance of the Head of Programme Office and has the primary purpose of supporting the work of the Office of Head of Mission. This involves activities directed to contribute to the effective realization of the mandate regulated programmatic work of the POiB and supporting the work of the senior management, including tasks of monitoring, research, analysis and reporting.
Under the overall supervision of the Head of Programme Office, the successful candidate will be tasked with the following duties:
Minimum four years of relevant professional experience in political research or analysis including working on information in political research or analysis including working on information monitoring, information management and drafting reports;
Minimum two years of experience working with governmental or international organizations in areas such as the security sector, good governance, elections, or economic and political development;
Advanced computer literacy with practical experience in MS Office (Excel, Word, PowerPoint), including data storage and visualization in Excel; advanced knowledge of web-based information search techniques and databases;
Professional fluency in English and Russian with excellent communication (both oral and written) skills; professional fluency in Kyrgyz is highly desirable;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Flexibility and ability to work within limited time frames and under pressure.
Monthly remuneration, subject to social security deductions is 1818.92 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
