Key Responsibilities

Tasks to be performed under this contract

Category B Consultant hired to deliver a report on a three-installment payment basis:

First deliverable – Regional and Provincial Assessment report, including the infrastructure and capacity gaps analysis and recommended infrastructure and training approaches and methodologies to address the gaps, developed based on coordination and consultations with key partners at the regional, provincial, and municipal level, review on existing data, and assessment activities – Deliverable by email by 30 November 2025 (40% of overall contract value)

Second deliverable – OpCEN design, procedures, equipment specifications, operations, staffing models and information system recommendation report explicitly developed for the MOH and Basilan, Sulu, and Tawi-Tawi context with consultations from MOH and other key partners – Deliverable by email by 15 December 2025 (30% of overall contract value)

Final deliverable – Guidance session design and tools for government counterparts and technical guidance note for IOM staff to guide on DRRM-H and OpCEN support and activities; Final Report submission– Third and Final instalment payment – Deliverable by email by 09 January 2026 (30% of overall contract value)

Performance indicators for the evaluation of results

• Percentage of task completion specified in the ToR based on supervisors’ performance evaluation. Tasks are divided into technical assistance (60%), coordination, liaison, and networking to National, Regional, and Local stakeholders and partners (10%), documentation and reporting (30%).
• Relevance of planning, organization and timeliness for managing and delivering progress reports and outputs.

• Quality and comprehensive:

Comprehensive technical assessment and analysis of DRRM-H, OpCEN, or Public Health Emergency Capacity of BARMM and Sulu, including diagnostic baseline of systems, staffing structure, infrastructure, ICT, information flows, roles, coordination, logistics, finance/administration.

OpCEN infrastructure design for structural upgrades, including space programming for storage, logistics bay, monitoring room, briefing room, and workflow zoning, ICT architecture and equipment specifications, power and utilities, accessibility and safety, in compliance with international and national standards.

Technical guidance notes and tools on Public Health Emergency for IOM Staff

Training/ Guidance session report, including strategy recommendations, action points, data analysis and interpretation.

Final report

• Number and quality of training materials, tools, or policy/ guidelines evaluation reports of the reviewed strategies and processes/guidelines.

• Number and quality of community engagement efforts, knowledge products, mentoring sessions and interactions with IOM staff and key stakeholders at the National, Regional, and Provincial levels.

• Feedback from stakeholders on the quality of work and reports.

• Contribution to achieving project goals and objectives in BARMM, such as strengthened operational and institutional capacity and guidelines or policies, BARMM application of new knowledge, and effective service delivery.

Required Qualifications

Education, Experience and/or skills required

• Master’s or Higher degree in Public Health, Emergency/ Disaster Management, Health Systems/Operations, Biomedical or Systems Engineering, or any related field from an accredited academic institution with ten years of relevant professional experience.
• Advanced knowledge and proven experience in public health, health emergencies such as DRRM-H, PHEOC design and operations, OpCEN establishment, and health systems frameworks.
• Demonstrated experience with OpCEN establishment and management, Incident Command System (ICS), multi-agency emergency coordination, emergency logistics, and public health information flows.
• Experience working in complex health system environments, preferably in the Philippines or similar contexts, and strong understanding of DOH’s standards on OpCEN, Health Emergency Management, DRRM-H policies and frameworks, and other international standards are desirable.
• Prior working experience with the International Organization, UN, Development Organization, National, and BARMM government is highly desirable.
• Familiarity with the issues, policies, structure, and context of the Global and Philippines on public health is a must.
• Strong analytical, communication, and training skills are required to build capacity among health staff at various system levels effectively.

Languages

• Tagalog is required, and any local dialects is desirable.

IOM’s official languages are English, French and Spanish.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required

The candidate will undertake duty travels in support of the programme, as may be required.
