The Overseas Estate Department (OED) provides a safe working platform to support the work FCDO do within the Embassies/ High Commissions and Staff Residential Properties overseas. This includes providing a safe, secure and legally compliant working environment through our facilities management platform.
The Overseas Contract Support Manager will assist the APAC Performance Manager to manage the outsourced FM contracts in APAC and Europe. This will include maintenance and development of performance business intelligence (BI), enabling the effective management of the facilities management (FM) contracts, and proactively analysing trends and improvement initiatives to maintain a high level of service delivery.

This role will include support on the performance meetings with Posts, regional contract managers and the supplier (JLL) on a regular basis, in addition to alignment of the APAC and Europe contracts. Re-procurement of the APAC FM contract will soon begin so this role will also provide vital assistance to work with consultants and procurement experts to develop re-procurement options and scope of the new FM contract across 24 Posts in APAC. Support for the wider department may also be required on occasion if priorities change.

In this role you will also be responsible for:

  • Analysis of the FM Service Providers BI data to ensure the integrity of the data submitted, that all contractual obligations are met and that associated Performance remedies are correctly applied (25%). Using the Supplier Computer Assisted Facilities Management (CAFM) system, you will assist with identifying anomalies, inconsistencies & contractual errors, and work with the APAC Performance Manager to implement agreed contract management procedures to maintain performance standards. This will include ensuring the monthly balanced scorecard KPI scores reflects performance. You will liaise with the service provider to ensure the validity of data provided to the FCDO.
  • Prepare documentation and performance packs for regular performance management meetings, support on governance meetings (30%). For all FM Posts in Asia Pacific and Europe region, maximising the benefits of available technology & supplier produced data whilst minimising data input requirements. These reports will provide clear analysis of MI to colleagues at all levels, in their discussions with the service provider & diplomatic colleagues.
  • Support on the monthly and annual audit programme (15%). Support a robust audit programme in liaison with Global/APAC Performance Manager and operational colleagues to ensure full audit assurance of supplier performance. Ensure additional focus is directed on identified areas of service provider weakness to ensure contractual compliance and support identifiable improvements in the service. This will also support the annual KPI review & internal audit requirements to ensure delivery of a value for money contract.
  • Provide admin and data support for the upcoming re-procurement of the outsourced FM contract (10%). Support the APAC Performance Manager on co-ordinating stakeholders and providing relevant documentation for the upcoming re-procurement.
  • Sustainability and Communications (20%): Work with the service provider to improve sustainability initiatives across the estate, in addition to communications to improve understanding of the outsourced contract.

Essential qualifications, skills and experience

  • Experience in commercial, contract management or estates.
  • The resilience and organisational skills to deal with multiple tasks in a customer focused environment.
  • Communication skills that enable delivery of a communications plan including provision of regular communication updates to our stakeholder community.
  • Ability to write clearly, concisely and tailor briefing to different audiences
  • Strong IT skills in all MS Office applications

Desirable qualifications, skills and experience

  • Experience in FM Performance Management
  • Excellent understanding of Excel and Power BI
  • Proven Customer Service skills and experience
  • A good understanding of the relationship between data and performance.

This is a fixed-term role for 1 year with possibility of renewal.

Working patterns:

Normal working hours are 37.5 per week: 8:30AM to 5:00PM from Monday to Friday. The team operates a ‘core hours’ policy of 10:30AM to 2:30PM with individual flexibility around that.

British High Commission Singapore supports and promotes flexible working as a crucial part of our inclusive offering. Our current policy allows for staff to work from home for up to 40% of their working week, subject to line manager agreement.
