Job Title: REGIONAL HR OFFICER WCA

JOB SUMMARY:

The Regional HR Officer will provide operational and coordination support to the Regional HRBP in the delivery of People & Culture priorities across country offices. While the HRBP leads on strategy and advising regional leadership, the HR Officer focuses on ensuring effective follow-up, coordination, and support to country HR teams. The role will work closely with the CO HR Leads, the Regional HRBP, and other members of the People & Culture team to ensure smooth HR operations, accurate reporting, and timely delivery of HR initiatives. The incumbent also contributes in strengthening HR systems, ensuring consistency of policy implementation, and promoting a positive, inclusive, and wellbeing-focused workplace culture across the region.

RESPONSIBILITIES:

Delivery of Regional HR Priorities

Support the roll-out of global and regional People & Culture initiatives within the region.
Track and follow up on HRRB-led priorities, ensuring country HR teams receive necessary guidance and timelines.
Collect, consolidate, and analyze HR data and reports from Country Offices to support evidence-based decision-making.
Maintain regional organizational charts, dashboards and trackers on key regional HR metrics (time to fill, staff movement, engagement survey follow-up, compliance audits).

HR Operations and Analytics

Coordinate regional HR processes such as recruitment support for key positions, contract management follow-up, and policy implementation monitoring.
Ensure consistency and compliance in HR documentation and reporting across country offices. Provide operational support in HR systems, data entry to strengthen efficiency and accuracy. Assist in coordinating regional trainings, workshops, and peer-learning events for HR staff.
Contribute to regular policy reviews, benchmarking, and updates, ensuring consistency and relevance across countries.
Support audits, compliance checks, and data verification exercises as required.
Prepare periodic HR reports, metrics, and analysis for the Regional P&C team and leadership.
Contribute to insights and recommendations based on workforce data (e.g., turnover, workforce balance, recruitment timelines etc.)

Country Office Support

Act as the first point of contact for Country Office HR teams on operational questions and escalate complex issues to the HRBP as needed.
Facilitate knowledge sharing and cross-learning among Country Office HR Leads.
Provide guidance on HR tools, templates, and processes to ensure alignment with regional and global standards.
Monitor and follow up on CO compliance requirements, including HR audits and risk reviews.
Conduct employee relations investigations in accordance with organizational policies and procedures.

Employee Engagement, Culture, and Well-being

Support implementation and monitoring of employee engagement survey action plans across Country Offices.
Track well-being and engagement initiatives, highlighting best practices and areas requiring additional support.
Coordinate regional communications and initiatives that promote an inclusive, safe, and supportive workplace culture.
Assist in organizing regional well-being programs and awareness campaigns.
Required Qualifications:
– Bachelor’s Degree preferably in Human Resource Management, Business Administration or similar field
– Minimum five (5) years’ experience in general HR management in a similar role.
– Ability to travel internationally as needed.
– Familiarity with Employment Laws in the COs within the region.
– Demonstrated ability to work in multi-cultural situations
– Proven ability to handle challenging work load
Cross-cultural experience, understanding and sensitivity;
– Excellent interpersonal and written and oral communication skills;
– Fluency in both English and French, with the ability to communicate effectively in writing and verbally (Only for West Africa Region)
Preferred Qualifications:
– Globally recognized HR certification
