Contract Duration:: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).
A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Organisational Context
Under the direct supervision of the Director of the Division of External Operations, the External Operations Support Section has the following responsibilities:
In relation to the field: the support to Country Offices, including through liaison with other Registry sections; central coordination and strategic planning of all field operations; and the planning, control and facilitation of all Country Offices.
In relation to external relations and State cooperation: the coordination and support for the Registry’s external relations activities, including with the Assembly of States Parties and its subsidiary bodies, individual States and intergovernmental organizations, the execution of requests for assistance and state cooperation/judicial cooperation; support for the negotiation of agreements and memoranda of understanding; fundraising; and protocol affairs including high-level visits to the Court. In relation to analysis: provision, at both the strategic and operational levels, of political, security and media analysis and advice in support of the above activities as well as the overall activities of the Division, including providing threat and risk assessments and political advice through embedded security staff.
The External Operations Support Section provides innovative development and leadership and ensures the full integration of its activities, both within the Section and the Division. It also supports the Director and the Registrar in their external relations activities. The Section works closely with the Public Information and Outreach Section to ensure that key messages are coordinated and taken into account in all external relations activities.
The Coordination and Planning Unit is the central coordinating body for all mission planning, strategic planning, support and facilitation of Country Office activities.
Duties and Responsibilities
Within this framework, and under the direct supervision of the Desk Officer (Mission Planning), the incumbent will perform the following duties:
General Administrative Responsibilities
• Acts as mission coordinator to the Desk Officer (Mission Planning);
• Assists in the daily administration of the Coordination and Planning Unit;
• Where applicable assists in general administration, such as coordinating operational reports, statistics, controls, estimations, projections, analysis and summary reports;
• Assists managerial staff and Country Offices through the provision of necessary vital data/information;
• Where applicable, assists management in identifying and reporting gaps in official policies and/or processes.
Mission Coordination and Planning
• Applies “one-stop-shop” principle in support to any/all ICC personnel travelling on official mission to both situation and non-situation countries;
• Ensures that mission requirements are fitting with current Office capacities and alert the Desk Officer to any identified problems or shortfalls;
• Is available to the ICC personnel for consultation on pre-, post- or during mission planning processes, to answer operational questions (if/where applicable) and/or dispatch the queries to appropriate/relevant sections;
• Is knowledgeable of both mission planning and travel support activity processes;
• Provides logistics/administrative/operational interface between Country Offices and the Registry’s Division of Management Services;
• Is knowledgeable in database management, and in monitoring and tracking operations and personnel deployments.
Support to Field Operations and Country Offices
• Coordinates and assists in the flow of communication, information and liaison between relevant Country Offices and ICC sections (e.g. where applicable Victims and Witnesses Section, Public Information and Outreach Section, Trust Fund for Victims, Office of the Prosecutor) to support and assist County Offices in the follow-up/resolution regarding activities related to both human and material requirements;
• Identifies proactive and creative solutions in order to facilitate ICC missions;
• Advises/assists Country Offices in the drafting of sound scopes of work related to field specific requirements;
• Processes requests for assistance from Country Offices and supports day-to-day operations of Country Offices;
• Where applicable, maintains an overview of field capabilities, needs and requirements; and liaises with the necessary and corresponding support sections accordingly;
• Addresses Chief of Office/Country Office Requirements and provides the necessary advice/support in response;
• Masters documentation in order to advise Country Offices on cooperation possibilities with external partners within the umbrella of Memorandum of Understanding, contracts etc.;
• Monitors harmonization of field capacities across the Country Offices;
• Follows up with Country Offices and coordinates with them to ensure the appropriate flow of administrative information relating to, although not limited to, vehicle accident reports, driver accident reports, damage discrepancy reports, security reports etc. in association with the embedded security team.
Qualifications
Education
Diploma of secondary education is required.
Experience
A minimum of six years of progressively responsible relevant work experience within an international organization and/or field operational environment or other related field. An advanced or a first-level university degree may be considered as a substitute for two years” working experience for the purpose of determining eligibility;
• Experience in handling sensitive information is highly desirable.
• Experience working in hardship or hostile, post-conflict environments is highly desirable.
• Previous experience in multi-cultural and multi-ethnic environments is desired.
Knowledge, Skills, and Abilities
• Proficiency in MS Office and other ICT applications as required from previous experience and education; knowledge of ERP systems (such as SAP) is highly desirable.
• Ability to interact with clients and fellow colleagues effectively.

• Good understanding of field logistical, administrative and operational processes and practices.
• Ability to deploy to remote locations and to operate independently in austere environments on short notice for a limited duration.

Knowledge of Languages
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is highly desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 – ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
– The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
