About the Program

The PNG Australia Transition to Health (PATH) is a five-year (2020-2025) health sector program funded by the Australian Government under the Papua New Guinea – Australia Partnership for Development. PATH works with the PNG Government to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions.

Guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) are responsible for the delivery of health services across PNG.

PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership.

PATH’s end of investment outcomes (EOIO) are:

  1. PHA’s more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces.
  2. DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing Provincial Health Authority (PHA) performance; and building sustainability by transitioning to PHA management in selected provinces.

PATH’s intermediate outcome (IO’s) are: Provincial Health Authority Capacity, Accountability, Women in Leadership, Essential Services, and Health Security and Pandemic Response.

PATH is a locally led, adaptive, and politically informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program.

The Pharmaceutical Society of Papua New Guinea (PhSPNG) was established in September 2004 as a professional body to support pharmaceutical services and practice in PNG. The organisation’s main objectives include providing technical advisory services to the Government of Papua New Guinea (GoPNG) for the training and development of pharmacists, science and research in pharmaceutical practice in PNG and in the global arena, and drug and supply chain management issues in PNG. The Society has provided a national point-of-reference for members for 20 years and commenced a database for coordination purposes. The Society’s key objectives are strengthening engagement and capacity of Society members, providing technical advisory services to the Government of PNG, and addressing drug and supply chain management issues.

About the Opportunity

The Office Administration Manager is a full-time position with the responsibility for day-to-day administrative duties in relation to the DFAT, PATH Program – Pharmaceutical Society Strengthening Project (PhSSP). The Office Administration Manager manages the administration and logistics support to the PhSPNG. The administration manager will be responsible for planning, streamlining, and executing administrative workflows and procedures of the PhSPNG office. The administration manager will also assess personnel performance, provide guidance, and implement process changes to enhance overall efficiency.

The Office Administration Manager would work closely with the PhSPNG President providing sole implementation and oversight of the Society’s administrative duties.

Reporting directly to the PhSPNG’s President, Executive members and the PATH Senior Program Manager, the Office Administration Manager working alongside the Society’s Executive members ensures that all day-to-day administrative duties supporting PhSPNG executive functions and office are carried out.

Key Responsibilities

Business Administration

  • Manage PhSPNG office reception area, schedule meetings as required and participate in meetings and briefings as requested by the Society’s President ensuring timely accurate reporting on all requested meetings and briefs.
  • Manage the office systems including filling photocopying, mail and fax, and courier service
  • Maintain key strategic relationships with service providers to ensure all credit accounts are maintained and paid in a timely manner.
  • Support high level functions and provide support for preparation and implementation of Society’s project launches/activities according to Society’s procedures.
  • Plan and streamline all administrative procedures.
  • Maintain up-to-date office files (both paper and electronic) and retrieve data from various sources and compile these for use by the Society’s executives and PATH.
  • Maintain up-to-date filing system for the Society’s correspondences and reports.
  • Maintain the Society’s membership and learning and development database.
  • Respond to all inquiries and ensure good communication between PATH and the Society’s executive.
  • Acquittals and Expenditures Summary report monthly lodgement to PATH.
  • Assist with arrangements for consultants’ visits, training attachments and workshops.

Facility Management

  • Manage the daily support requirements of the PhSPNG office including stationery supplies, photocopying services, visitor logs and office maintenance requests.
  • Ensure the maintenance and regular servicing of security and workplace health and safety equipment, such as fire extinguishers, first aid kits etc.
  • Monitors the condition of assets owned by (fixtures, office equipment, whitegoods, furniture linen, storage container and use, reporting on changes (e.g. stock taking and tracking) and ensuring replenishment / replacement / repair).

Travel & Logistics

  • Support travel requests for the PhSPNG (liaise with PATH regarding travel request, bookings and service orders (if necessary).
  • Coordinate preparation and logistical planning for various events, e.g. functions, conferences, launchings, high level visits, etc.
  • Maintain the asset register including updating and recording the issuing of assets.
  • Establish and maintain a key register and spare key register for the PhSPNG office

Any other responsibilities as may be reasonably required and requested by the PhSPNG President or PATH.

About You

  • Diploma in Administration or of similar qualifications
  • Minimum of 3 years working as an Admin Officer or Clerical Assistant in a challenging and dynamic work environment with the following skills;
    • Good organizational and time management skills
    • Good interpersonal skills and ability to liaise with other employees.
    • Capable of clearly communicating with others
    • Ability to complete tasks efficiently as directed.
    • Competent computer literacy
    • Highly analytical with excellent problem-solving skills

    • An understanding of basic arithmetic
