Senior Talent Development and Performance Management Assistant

Organizational Setting and Work Relationships
Under the direct supervision of the Talent Development and Performance Management Officer, the Senior Talent Development and Performance Management Assistant is responsible for providing technical and policy advice on performance management appraisals and performance appraisal documents (ePAD) to individual staff members and managers. The incumbent will work quite independently on regular assignments with an oversight from the supervisor, who will provide general guidance and work plans for identifying work priorities and appropriate approaches. Work is controlled for meeting expected results and conformity to Policies and Procedures.
The Senior Talent Development and Performance Management Assistant is responsible for assisting the concerned manager in the implementation of general administrative and resource management tasks concerning, among others, the management of conversions from GS or NO to the professional category; 3-year FTA extensions; Group 2 vetting; separation cases. Thus, the incumbent needs to be very precise when providing information/advice with a view to maintaining a consistent approach in interpreting applicable Policies. A strong cooperation with other Sections/Units within DHR and within the Organization as a whole is critical for the achievement of the TDPS” objectives and therefore the incumbent of the position is required to closely collaborate with, among others, the Personnel Administration Section, the Leadership Unit, the Staff Development Unit, as well as other relevant Units.
The incumbent will be in charge of a number of staff members within one geographical area. Since the Senior Talent Development and Performance Management Assistant will be dealing with very confidential information concerning all UNHCR staff members the incumbent needs to demonstrate discretion, be service-oriented when dealing with clients of all grades, as well as to demonstrate sound judgement, and to know when to refer the case/issue to the supervisors for consultation. Moreover, the incumbent should be able to generate basic statistical reports with regards to compliance and other data related to ePADs and provide technical and organizational support to the Organisational Capability & Performance Management Unit, as and when required.

Duties
– Assist in providing end-user level support on ePAD issues.
– Provide guidance and advice on the Policy on Performance Management and its Administrative Instructions Introducing Procedures on Performance Management.
– Contribute to the integration of Performance Management systems into HR processes.
– Review all performance related documentation for, among others, cases of conversions, 3-year FTA extensions, Group 2 vetting, separations and prepare the supporting documentation for these cases.
– Organise and support training on Performance Management processes and related issues
– Support Talent Development Colleagues with learning including for onboarding staff in order to facilitate their integration.
– Contribute to developing training materials and tools (webinars, videos) on Performance Management Processes and related issues
– Assist in preparing and distributing statistics on ePAD compliance and rating charts as requested.
– Draft correspondence related to the above-mentioned tasks and take notes during meetings.
– Screen ePADs under a specific geographical area of responsibility for quality control.
– Follow-up with staff members and managers on Performance management related issues.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.
