JOB DESCRIPTION

Background

KREASI (Collaboration for the Education of Indonesian Children) program is a strategic initiative of the Indonesian Government supported by the Global Partnership for Education (GPE) Multiplier Grant, with matching funding from the Australian Government through DFAT. As the largest program managed by SC IDN, KREASI is the flagship initiative aim to transforming Indonesia”s basic education system, with multi-stakeholder collaborations that require SCIDN staff to have strong competencies, change management strategy, enabled by streamlined end-to-end business process in the organization that intended for impacts. To support and strengthen the operations of the KREASI program, the Transform Hub Unit will finalize the business processes to enhance the end-to-end workflow. This effort aims to ensure high-quality program design and delivery To support this initiative, SC IDN is Senior External Consultants (EC) to lead the finalization of the manuals, and to develop a comprehensive change management plan, including socialization materials and an institutionalization strategy to ensure effective adoption across the organization.

Objectives

The consultant will support Save the Children Indonesia (SC IDN) in:

  • Finalizing 13 departmental manuals, ensuring completeness, consistency, and alignment across units.
  • Developing a comprehensive change management plan to guide the adoption and integration of updated business processes.

Scope of Work

Consultant will be expected to deliver day-to-day responsibilities as follows:

  • Review the current draft manuals and identify gaps in main processes, supporting tools/forms, and cross-unit alignment.
  • Facilitate consultations with relevant departments to validate and refine content.
  • Ensure that all manuals reflect organizational standards and operational needs.
  • Develop a change management plan including stakeholder mapping, communication strategy, and implementation of roadmap.
  • Provide review of the internal communication materials (e.g. presentations, infographics, FAQs) to support socialization efforts.
  • Propose an institutionalization strategy to embed the updated processes into daily operations.

Deliverables

Deliverables are submitted monthly, along with the record of monthly activities, to be reviewed and approved by the supervisor and organization. Deliverables may include but are not limited to the following:

  • Finalized Business Process Manuals – Complete and aligned manuals for all 13 departments/units, including policies, procedures, and supporting tools/forms.
  • Change Management Plan – A structured plan outlining the approach, timeline, and stakeholder engagement strategy.
  • Socialization Materials – A package of visual and written materials to support internal communication and staff engagement.
  • Institutionalization Strategy – Recommendations and tools to ensure long-term adoption and integration of the updated processes.
  • Final Presentation and Handover – Summary of work completed and formal handover to SC IDN team.

Indicative Timeline

The consultancy will run with the following key phases:

  • Initial Review & Planning – Review existing manuals and finalize workplan (Week 1)
  • Manual Finalization – Address gaps, align content across units, and complete documentation (Weeks 2–3)
  • Change Management Development – Draft the change management and institutionalization plan (Weeks 4–5)
  • Socialization Materials – Design internal communication tools for staff engagement (Week 6)
  • Finalization & Handover – Present final outputs and hand over all materials (Week 7)

Qualifications

Essential:

  • 10th experience in business process documentation or management consulting.
  • Familiarity with NGO operations, compliance frameworks, and organizational development.
  • Strong background in change management, including stakeholder engagement and implementation planning.
  • Demonstrated ability to produce clear, engaging internal communication materials.
  • Excellent facilitation and interpersonal skills to work across diverse teams.
  • Strong writing and analytical skills in both English and Bahasa Indonesia

Desirable:

  • Previous experience in other child-focused organizations in the non-profit sector.
