About the Climate Finance Capacity Support Programme

DT Global delivers the Capacity Support Programme for MFAT. The scope of this programme is quite broad as its aim is to be responsive to the needs of Pacific Island countries. It includes providing personnel or training to assist with:

· Delivering and reporting on the flexible finance provided by MFAT;

· Developing/updating national climate change plans and reporting frameworks;

· Developing an investment-ready pipeline of projects;

· Delivering climate change priorities;

· Improving climate finance reporting; and

· Accessing a broader range of climate funding.

About the Role

The Fisheries and Development Economist will be engaged as a short-term technical consultant to the Ministry of Finance over a period of six months. The consultant will undertake an in-depth analysis of Tokelau’s fisheries revenue model and project its future viability. The role will also include a comprehensive review of Tokelau’s other domestic revenue mechanisms, including the CSL, duties, freight, and fares, and provide policy options for improvement. This consultancy will directly inform Tokelau’s medium-term fiscal planning and policy reform agenda.

About You

Essential Experience and Knowledge

  • Postgraduate qualification in Economics, Public Finance, or related discipline
  • Minimum 7 years’ experience in development economics, preferably in small island developing states (SIDS)
  • Proven experience with fisheries revenue modelling and public finance analysis
  • Familiarity with Pacific regional fisheries frameworks (e.g. PNA, WCPFC)
  • Strong policy analysis and writing skills
  • Experience working with governments and communities in low-capacity contexts
  • Knowledge of NZ/Tokelau fiscal arrangements

Desirable

  • Familiarity with Tokelau’s governance structures or Polynesian cultural contexts
  • Experience in participatory stakeholder engagement approaches
  • Proficiency in Pacific languages is an advantage
