JOB DESCRIPTION
Procurement Officer
Role of Purpose:
The Procurement Officer is responsible for delivering effective, compliant, and timely supply chain support for non-programmatic (operational) procurement processes. This role ensures that Save the Children Indonesia’s operational supply needs are met in a cost effective and efficient manner, in accordance with organization standards and donor requirements. The role works closely with Business Support, TDU, safety & security, and support staff to ensure the smooth running of daily office operations.
What You will do:
Non-Programmatic Procurement Management:
- Coordinate and manage end-to-end procurement of goods and services for operational purposes.
- Ensure procurement activities are completed in line with organization Policy and donor regulations.
- Obtain competitive quotations, prepare bid analysis, and ensure appropriate authorization levels are met.
- Work closely with finance to ensure timely and accurate payment to suppliers.
- Track and report on procurement status, lead time, and delivery issues to internal stakeholders.
Compliance and Documentation:
- Ensure that all procurement documentation is properly filed (both hard and soft copies) and audit ready.
- Adhere to organization internal controls and procurement thresholds.
- Participate in internal/external audits and provide relevant supply chain documentation as required.
- Report any suspected fraud, irregularities, or non-compliance in procurement processes.
Vendor and Market Engagement:
- Monitor local market trends, pricing, and availability of goods and services to support informed procurement decisions and ensure value for money.
- Support the registration, prequalification, and periodic evaluation of suppliers to build a reliable vendor database that meets program needs and compliance standards.
- Establish and sustain professional communication with vendors and service providers to ensure responsiveness, transparency, and adherence to agreed terms and delivery timelines.
- In collaboration with the Supply Chain Operations Coordinator and program team, assess vendor performance based on quality, reliability, pricing, and compliance.
- Promote fairness and transparency by ensuring that all vendor interactions follow organization code of conduct, procurement ethics, and anti-bribery standards, and immediately report any suspected violations.
Coordination and Reporting:
- Coordinate closely with program teams to ensure procurement is aligned with implementation needs and schedules.
- Maintain and regularly update a procurement tracker and procurement plan.
- Provide timely procurement status reports to the Supply Chain Operations Coordinator and Program Managers.
- Work closely with the finance team for timely payment processing and budget reconciliation.
What We need:
Essential
- Bachelor’s degree in logistics, business administration, or relevant field; or at least 2–3 years of experience in procurement, supply chain, or logistics, preferably in an NGO or similar setting.
- Solid understanding of procurement procedures.
- Strong organizational and communication skills.
- Proficient in Microsoft Excel, Word, and email applications.
- Proven ability to prioritize tasks and meet deadlines under pressure.
Desirable
- Knowledge of donor procurement requirements.
- Experience in inventory management systems.
- Previous experience with SCI or familiarity with its systems and standards.
- Fluency in English and Bahasa Indonesia.
