Purpose of Activity/Assignment:
The National Education Policy 2024 underscores the importance of a multisectoral approach to Early Childhood Care and Development (ECCD), recognizing that quality early learning requires coordinated efforts across education, health, nutrition, and child protection sectors. To translate this policy commitment into action, the development of a multisectoral ECCD Strategic Action Plan is essential. It will serve as a guiding framework to align sectoral priorities, improve service delivery, and ensure that all children in Bhutan have equitable access to nurturing and developmentally appropriate environments during their early years.
Although the Multisectoral ECCD Strategic Action Plan (Multisectoral ECCD SAP) was initiated in 2020, it remains in draft form and requires revision to reflect current priorities. The revision is necessary to update existing data with current statistics, align with emerging priorities, and ensure the plan includes measurable indicators with clear targets and baselines that reflect the government’s current direction.
Objective:
• Update data and evidence in the draft Multisectoral ECCD SAP to reflect the latest national statistics and information.
• Lead the stakeholder consultation with all the relevant partners and integrate emerging priorities from recent policies and sectoral developments.
• Revise activities and interventions to ensure relevance and feasibility.
• Define indicators with updated targets and baselines.
The proposed engagement of a consultant is to support UNICEF with this revision of the draft Multisectoral ECCD SAP.
Scope of Work:
1. Review and Update of the Draft ECCD Strategic Action Plan
• Assess the draft Multisectoral ECCD SAP.
• Identify outdated data, gaps, and areas needing revision and update them with the latest information and statistics.
• Align the plan with the 13th FYP, the National Education Policy 2024, and other relevant frameworks.
2. Integration of Emerging Priorities through Stakeholder Consultations.
• Lead the stakeholder consultation under the leadership of DSE, MoESD, to revise the activities and indicators with baseline and targets.
• Develop measurable indicators with updated baselines and realistic targets.
• Ensure incorporation of emerging priorities across education, health, nutrition, and child protection.
• Compile changes from the stakeholder consultation and incorporate them into the draft.
• Prepare a preamble for the Multisectoral ECCD SAP and a presentation (PPT).
• Design a communication/orientation package on the Multisectoral ECCD SAP with the most relevant information for the local government at the Gewog Level.
3. Compilation and submission of the final draft.
• Revise the draft Multisectoral ECCD SAP.
• Submit the final draft.
