Business Development Filed Officer

Background

SAWA II – Enhance Resilience of Micro-Businesses and Create Sustainable Livelihood Opportunities in the West Bank and Gaza Strip – Phase II – is a €6 million EU-funded project implemented by Enabel from 2024 to 2027.

Its overall objective is to strengthen economic resilience in Palestine by improving the competitiveness and sustainability of Micro and Small Enterprises (MSEs).

The project focuses on two main results:

Result 1: Improved sustainable productive capacities of MSEs through tailored business development packages, including financial and non-financial support.

Result 2: Establishment and promotion of enabling frameworks for Green and Circular Economy (GCE) practices within industrial sectors and among entrepreneurs, academics, and communities.

The Field Officer role is essential to ensure the effective coordination, follow-up, and implementation of SAWA II activities in the West Bank, with potential engagement in Gaza depending on the evolving context. The Field Officer will serve as a key operational link between Enabel and the implementing partners, ensuring that planned interventions are executed in alignment with the project’s objectives and indicators. Given the complexity of the action, which includes support to MSMEs, promotion of green and circular economy practices, and facilitation of access to finance and legal services, the Field Officer’s presence on the ground closely following up with implementing partners of the different activities is critical to monitor progress, troubleshoot challenges, and maintain quality and accountability across all components of the action.

Job description

As the Business Development Field Officer for Project SAWA II project, you will report to the SAWA II Project Manager.

Responsibilities:

• You are responsible for coordinating and following up with implementing partners to guarantee timely and quality delivery of activities.
• You are responsible for monitoring of interventions to ensure compliance with project standards, transparency, and accountability.
• You conduct regular field visits to MSMEs, industrial unions, and stakeholders.
• You Oversee beneficiary selection processes to confirm fairness and adherence to agreed criteria.
• You follow up and oversee implementation of activities through partners with the beneficiaries to ensure adherence with the agreement
• You perform regular field visits to verify progress and address operational challenges.
• You ensure accurate and timely reporting, including providing required data and documentation to the project team.
• You support the project team with information for monitoring, evaluation, and learning, contributing to evidence-based decision-making.
• You collect and analyse field data to inform program design and impact.
• You maintain accurate records of interactions and support provided.
• You facilitate and coordinate workshops, training sessions, and coaching.
• You ensure compliance with organizational and donor standards.
• You Document success stories and lessons learned.
• You support procurement and distribution of resources to beneficiaries

Your profile

Required qualifications

• Bachelor’s degree in business administration, Economics, Development Studies, or related field.

Required experience

• Minimum of two years of relevant experience in coordinating and following up with implementing partners.
• Strong experience in field work.
• Proven experience and knowledge of private sector development, MSME support, and business development services.
• Familiarity with monitoring, reporting, and quality assurance processes.
• Ability to ensure compliance, transparency, and beneficiary selection monitoring.

Required skills and knowledge

• Good knowledge of gender sensitive and inclusion approaches
• Understanding of Green and Circular Economy (GCE) concepts and their application in industrial sectors.
• Capacity to facilitate discussions/activities/workshops on the articulation of activities-outputs-outcomes and impact;
• You are result oriented;
• You are fluent in spoken and written Arabic. Considering the working language of the international environment in which you work, an excellent knowledge of English is required.

Specific additional requirements and assets

• Holds legal authorization to work in Palestine

We offer you

• You are employed by Enabel in the function of “Field Officer”. A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 4), and Enabel benefits such as 13-month, and school fees allowance for dependants. The exact salary will be defined according the relevant recognised experience for the function.

The various amounts vary in function of relevant recognised experience for the function and family composition.
