About the Climate Finance Capacity Support Programme

DT Global delivers the Capacity Support Programme for MFAT. The scope of this programme is quite broad as its aim is to be responsive to the needs of Pacific Island countries. It includes providing personnel or training to assist with:

· Delivering and reporting on the flexible finance provided by MFAT;

· Developing/updating national climate change plans and reporting frameworks;

· Developing an investment-ready pipeline of projects;

· Delivering climate change priorities;

· Improving climate finance reporting; and

· Accessing a broader range of climate funding.

About the Role

We are currently seeking expressions of interest for upcoming positions that will play a vital role in the success of DT Global’s Climate Finance Capacity Support Programme by providing essential operational and technical support. These roles will focus on achieving high-quality outcomes and meeting program objectives in each of the states in Federated State of Micronesia, namely, Pohnpei State, Chuuk State, Yap State, Kosrae State.

We are looking for highly skilled professionals with relevant experience to support the State Working Group with the coordination, development, implementation and submission of the State’s climate change issues to ensure these are reflected in the FSM NDC. The person will work closely with National TA and other State TAs to ensure an integrated whole-of-government approach to the national NDC process:

Department of Environment, Climate Change and Emergency Management (DECEM)

State Nationally Determined Contribution (NDC) Coordinator

Key Duties Summary

• Provide technical leadership and support for FSM NDC development, revision, and implementation.

• Lead planning, coordination, and governance activities for the NDC Working Group, including work plans and secretariat support.

• Deliver capacity-building initiatives and raise awareness on NDC and climate change across the State.

• Facilitate stakeholder engagement, collaboration, and communication, including presentations and responding to information requests.

• Conduct research, assessments, and policy analysis to guide informed decision-making.

• Support resource mobilization and contribute to development of technical reports and proposals.

About You

Essential Experience and Knowledge

• Minimum 5 years’ experience in Environmental science and climate change or similar with a qualification or equivalent professional background.

• Proven expertise in climate change and/or environmental science and management and working with governments, NGOs, and private sector stakeholders.

• Strong analytical, communication, and problem-solving abilities.

• Skilled in developing technical documents, guidelines, and recommendations.

• Experience in training, capacity building, grant writing, project management, and M&E.

• Ability to work independently and collaboratively in multi-sectoral teams.

• Good understanding of the State’s cultural, economic, environmental, and social context.

• Experience engaging diverse stakeholders, including communities, youth, and traditional groups.

• Proficiency in the State language and English.
