National NDC Technical Advisor
About the Climate Finance Capacity Support Programme
DT Global delivers the Capacity Support Programme for MFAT. The scope of this programme is quite broad as its aim is to be responsive to the needs of Pacific Island countries. It includes providing personnel or training to assist with:
· Delivering and reporting on the flexible finance provided by MFAT;
· Developing/updating national climate change plans and reporting frameworks;
· Developing an investment-ready pipeline of projects;
· Delivering climate change priorities;
· Improving climate finance reporting; and
· Accessing a broader range of climate funding.

About the Role
To support the FSM with the implementation of the FSM NDC 3.0. The person will work closely and support the FSM NDC Working Group, and coordinate with the States through the State Technical Advisers, to ensure an integrated whole-of-government approach to the national NDC process.
About You
Essential Experience and Knowledge
• The person should have at the minimum, a postgraduate qualification in climate change, environment, engineering, development or any related scientific/technical areas relevant to mitigation and adaptation.
• A minimum of 5 years of relevant work experience and knowledge of Climate Change and Nationally Determined Contributions (NDCs) and UNFCCC processes
• Previous experience in development, formulation, implementation and review of NDCs
• Development and evaluation of climate change or related policies and frameworks at national and/or regional levels
• Country experience and understanding/knowledge of national plans, strategies and policies related to climate change in FSM (mitigation and adaptation).
• Familiarity with the NDC in the context of the Paris Agreement and UNFCCC, and its reporting guidelines.
• Good understanding of emerging issues such as Loss and Damage, Oceans, biodiversity, waste management, and pollution control, in relation to Mitigation, Adaption and Resilience relevant to FSM’s context.
• Ability to align the NDC to National Development Plans and other relevant strategies such as NAP, NC, BTR and Disaster Management Plans as ‘integrated’ approach to NDCs
• Participation in relevant courses, programmes and training related to NDCs by UNFCCC and other agencies
• Experience with project proposal development, monitoring & evaluation and training.
• Demonstrated experience of working in the Pacific, especially Micronesia, and understanding of FSM’s cultural, economic and social context.
• Understanding of the Pacific regional architecture and ability to coordinate with other agencies working in climate change, especially NDC Hub, SPREP, SPC etc
• Ability to engage diverse groups, including women, youth, persons with disabilities, and rural or marginalized communities, ensuring inclusive policy and planning processes.
Desirable
• Familiarity with the regional strategies such as Blue Pacific Strategy, FRDP etc
• Experience applying GEDSI principles in climate or development work, including gender analysis, disability inclusion, and culturally relevant approaches to program design and implementation.
• Understanding of the Pacific regional architecture and ability to coordinate with other agencies working in climate change, especially NDC Hub, SPREP, SPC etc
• Ability to work with diverse and multicultural teams with particular emphasis on gender and the disadvantaged
