Who are we?

The British Embassy in Bucharest is part of the United Kingdom’s world-wide diplomatic network, representing British political, economic and consular interests in Romania, and we are now looking to recruit a Communications Officer.

Main purpose of the job:

The FCDO is establishing a new College as a world-class institution for capability and professional development. This project forms part of the FCDO2030 agenda. We aim to position the FCDO as the UK government”s primary source of capability and expertise on development, diplomacy and international leadership. Our vision is to create an FCDO learning culture that provides all staff with the right capabilities and expertise in the right places to support FCDO2030.

This is a key delivery role within the College Communications Team, managing relationships with colleagues across faculties, programme teams and external partners to design and deliver communications plans that enhance the College”s reputation. The successful candidate will need to demonstrate strong technical expertise in content creation, brand application, and visual design, ensuring all materials uphold professional standards and effectively communicate key messages across multiple digital channels. The role requires a well-rounded communicator who can manage stakeholder relationships whilst producing high-quality written and visual content that informs and engages diverse audiences.

The role is based within the office of the British Embassy in Bucharest, but has a global remit, working with stakeholders across the Foreign, Commonwealth and Development Office (FCDO).

This is an exciting role that will evolve as the new College continues to mature. The successful candidate is expected to be flexible and adaptable to changing priorities, including working across teams. The role may require occasional international travel.

Roles and responsibilities:

Collaboration and stakeholder liaison (35%)

  • Liaise with colleagues across the College — including faculties, programme teams, and senior staff — to plan and deliver communications that meet their needs;
  • Work with wider FCDO teams and external partners to coordinate messaging and maintain coherence across channels;
  • Provide advice and practical support to colleagues on communicating their initiatives effectively;
  • Maintain the team’s forward look of activities and ensure they are aligned with the overall communications calendar.

Campaign and content delivery (35%)

  • Develop comprehensive OASIS campaign plans that set clear objectives, identify target audiences, define strategic approaches, plan implementation timelines, and establish evaluation frameworks to measure success against defined outcomes;
  • Deliver engaging communications materials to support College campaigns and initiatives, including learning programmes, events, and announcements;
  • Produce clear, audience-focused content for digital platforms such as the intranet, newsletters, and Viva Engage;
  • Coordinate timelines, inputs, and approvals to ensure campaign materials are delivered on schedule;
  • Collate data to help evaluate communications impact.

Digital content and events support (20%)

  • Maintain and update the College’s intranet pages, ensuring information is accurate, engaging, and easy to navigate;
  • Contribute to communications materials for high-profile College campaigns and events, such as learning culture campaigns, launches and recognition campaigns;
  • Develop and prepare supporting assets (e.g. visuals, slides, templates) to enhance event visibility and engagement.

Editorial and administrative support (10%)

  • Draft copy for newsletters, features, and announcements, ensuring clarity, tone, and consistency;
  • Support project planning, file management, and scheduling for communications activities;
  • Coordinate with suppliers or service providers as required for design, print, or production.

Essential qualifications, skills and experience

Essential on arrival:

  • Fluency at C1 level in English according to CEFR framework*, or equivalent;
  • Minimum of three years’ experience in communications, marketing, or digital content production;
  • Experience planning campaigns and in client management;
  • Proven ability to produce clear, engaging written and visual content across a variety of formats (newsletters, intranet pages, email fliers, social media, websites);
  • Strong writing, editing, and proofreading skills in English;
  • Strong interpersonal and coordination skills, with confidence working across teams and departments;
  • Excellent organisational skills and the ability to manage multiple priorities;
  • Attention to detail and commitment to accuracy, accessibility, and clarity in communications.

Desirable qualifications, skills and experience

Nice to have:

  • Romanian language skills;
  • University or post-university degree in Journalism, Public relations/Communication or related fields;
  • Comfortable applying design layouts and templates using Microsoft Office suite;
  • Experience in communications within government, education, or learning and development contexts;
  • Familiarity with UK Government communications standards and practices;
  • Relevant certification in communications, marketing or design.

Other benefits and conditions of employment

This is a full-time, permanent contract of 35 hours net per week. Working hours are flexible and staff are entitled to time-off-in-lieu for agreed extra hours worked.

The annual leave entitlement is 25 days per year pro rata and the Embassy also enjoys a maximum of 14 Romanian / UK public holidays per year.

The monthly salary is 12,362 RON gross. In addition, staff are entitled to a 13th month salary pro rata and may receive a performance related bonus at year end. Staff also receive meal vouchers and a monthly subscription to a medical centre. An individual personal development plan will be agreed with the successful candidate, which may include training outside Romania. The successful candidate will be subject to confirmation of a background check and security clearance, and satisfactory completion of a probationary period of 30 working days.

All applicants should have a pre-existing legal status to live and work in Romania. The British Embassy does not facilitate/sponsor visa applications and work permits. Staff recruited locally by the British Embassy are subject to terms and conditions service according to Romanian employment law.

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Romania and be prepared to ensure that right remains throughout the scope of the contract.
