Background:

In Tajikistan, the OSCE is represented by the Programme Office in Dushanbe (POiD), which engages in various initiatives aimed at enhancing stability, security, and democratic development. Key focus areas for the POiD include conflict prevention and resolution, border management and security, gender empowerment, and promoting good economic and environmental governance. The Office implements its activities across three dimensions: the Political-Military Dimension, the Economic and Environmental Dimension, and the Human Dimension.
Under the administrative supervision of the Chief, Fund Administration Unit, and the professional oversight of the OSCE Chief Medical Officer, the National Health Administrative Officer supports the effective coordination and administration of medical and health-related services for POiD mission members. The incumbent facilitates access to healthcare, maintains liaison with local medical facilities and the OSCE health insurance provider, assists with medical clearances and evacuations in accordance with OSCE policies, and provides first-aid and health education support. The role focuses on ensuring the availability of quality medical services and preventive health measures through administrative coordination. This is an extra-budgetary position subject to the availability of funds.

Monthly remuneration, subject to social security deductions is 1,682.08 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
