Key Responsibilities
Tasks to be performed under this contract
Under these consultancy services, the Consultant is expected to perform the following tasks:
- Develop and implement a comprehensive participant discussion and survey to analyse university students and staff’s perceptions and attitudes on issues such as migration, xenophobia and human rights practices.
- Design, organize and conduct surveys, informative sessions, participant discussion sessions and meetings with students, academics and university staff on the topics of migration, social cohesion, xenophobia and human rights practices in 8 universities.
- Identify the main stakeholders and target groups to be included in the field research in coordination with IOM and PMM staff.
- Prepare relevant materials, presentations, and other necessary documents for use in research and workshops.
- Collect necessary data for the research and workshops, analyse this data, and report the findings.
- Deliver presentations in informative sessions.
- Prepare primary brief reports after each field visit and share the report with IOM and PMM.

- Prepare the anonymized transcripts of the participant discussion sessions and share with the PMM and IOM after the completion of each field visits.
- Prepare a detailed interim report on the informative meetings, 8 participant discussion sessions findings, and recommendations, and present these findings to IOM and PMM.
- Prepare a detailed final report on all informative sessions, participant discussion sessions and workshop findings, and recommendations, and present these findings to IOM and PMM.
- Collaborate with academic institutions to enhance the effectiveness of field research and workshop activities.
- Participate in the activity-related meetings.
- Perform other related duties as assigned.
The Consultant’s functions do not include managerial, supervisory and/or representative functions. The consultant shall work in close cooperation with the PMM and IOM Project Team and will report to the IOM.
The above-listed activities are subject to further revision with the consent of IOM, in coordination with the PMM in line with the emerging requirements of the Project. If required by IOM, the consultant may provide additional consultancy services related to her/his competencies and expertise, in line with this Terms of Reference.

Payment will be made upon the successful completion of the informative sessions, participant discussions and workshops and approval of the final activity result report in two instalments. The consultant is expected to submit a brief report to IOM PoC after each implementation. The reporting and deliverables language shall be Turkish. All information shall be provided in electronic versions in Word and PDF format. The consultant shall be solely liable for the accuracy and reliability of the data provided and links to sources of information used. If translations to other languages are required, IOM will translate the outputs into relevant languages.
Required Qualifications
Education
Academic Qualifications:
- PhD Degree level in Migration Studies, Political or Social Sciences, International Relations, Sociology, Youth Studies, Social Services, Psychology or related fields.
Experience
- At least 5 years of relevant experience in migration studies, social cohesion policies or intercultural education at national levels
- Familiarity with the themes of migration, social cohesion, xenophobia, and social biases in academic and social settings.
- Professional experience in working with academics and relevant public institutions
- Experience in designing and conducting field research including surveys, FGDs, qualitative and quantitative data analysis and workshops.
- Experience in the United Nations System is an asset.
Languages
- Fluency in Turkish and English.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
The activity involves travel when necessary. The consultant must have no travel restrictions within Turkiye and be able to ensure flexibility in their schedule accordingly. The travel costs, accommodation costs (bed and breakfast) and living costs (terminal expenses, intra- city travel costs, lunch, dinner, etc.) of the missions to other provinces of Türkiye will be arranged and borne by IOM. IOM will arrange economy class round-trip flight tickets through its contracted Travel Agency.
As per UNDSS rules, the consultant is responsible for completing necessary online security training and submitting certificates and travel clearance prior to assignment-related travels.

Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
