The British Embassy in Rabat invites applications for the position of Counter Terrorism Protect and Prepare Programme Support Officer job grade Executive Officer (EO) on a fixed-term contract until 31 March 2026

As part of the Counter Terrorism and Extremism Network (CTEN), this role plays an important part in the UK’s efforts to build its counter terrorism partnership with Morocco. The role is focussed on building awareness and understanding of the respective national approaches to Protective Security and Crisis Response. This includes facilitating expert-to-expert exchanges and managing capacity-building projects to enhance the safety of British and Moroccan nationals in the face of a shared terrorism threat.

Working with a team of security specialists from across the British Government, the jobholder will ensure that all activity is aligned to UK strategic aims and is co-ordinated with the Moroccan government. The jobholder will:

  • Contribute to the planning and delivery of the UK’s Protect & Prepare engagement in Morocco.
  • Co-ordinate with partners in Morocco and across the UK government on Protect & Prepare, and other security-related issues.
  • Project manage activity funded under the UK’s Counter Terrorism Protect & Prepare Programme Fund.
  • Contribute to the CTEN’s analysis of the terrorism threat in Morocco.

We are seeking someone to join our team on a fixed-term basis. This role is funded until end of March 2026, and the contract will end on that date unless further funding becomes available.

Project Management & Delivery:

  • Lead and manage complex projects to FCDO standards, including risk registers, results frameworks, quarterly reporting, and budget oversight.
  • Deliver multiple projects under tight deadlines.
  • Monitor and evaluate programme performance using effective tools and techniques to ensure delivery remains on track and risks are mitigated.
  • Manage local financial spend for the UK Protect and Prepare programme, ensuring value for money and sustainability.
  • Maintain accurate financial records to UK government audit standards and support forecasting and budget planning.
  • Provide general administrative support including handling enquiries, maintaining filing systems, and drafting correspondence and reports.

Event & Visit Coordination

  • Organise and support trainings and events (virtual and in-person), including venue arrangements, online platform access, invitations, and travel/accommodation logistics.
  • Coordinate bilateral visits and official events, including submitting Notes Verbales, arranging visas, and managing delegate communications.

Stakeholder Engagement:

  • Develop and maintain strong working-level relationships across Moroccan government, law enforcement, civil society, and UK stakeholders to deliver effective capacity-building initiatives in the security sector.
  • Organise and attend meetings with partners and stakeholders, compile minutes and briefing notes, and produce post-activity reports with clear action points, including a willingness to travel overnight or for longer periods.

CT Developments:

  • Contribute to monitoring of counter terrorism developments in Morocco.

Corporate:

  • Support wider CT Team and Embassy corporate requirements.

Eligibility:

If you are selected for this position, the Embassy will be able to employ you as long as you:

  • Have the right to work and live in Morocco and
  • Receive the appropriate level of standard security clearance.

Essential qualifications, skills and experience

  • Experience in project management and delivery, including finance/ budget management, office management, and task co-ordination experience in a team environment.
  • Experience of working with Moroccan government and/ or international institutions – including on CT issues. Ability to maintain a range of contacts and build effective working relationships through excellent interpersonal and communication skills.
  • Demonstrate courtesy and consideration dealing with stakeholders. Able to show discretion in handling sensitive matters with the trust of all involved.
  • Confident and clear communicator, fluent in English, French, and Arabic/ Darija languages, both verbal and written. Able to express ideas and messages clearly and concisely and adapt communication so others can understand.
  • Ability to drive delivery of outcomes and overcome obstacles, especially when working with and through others.
  • Flexible, resilient, decisive, and calm under pressure. Proven track record of delivering results to a high standard to tight deadlines.
  • Excellent organisational ability. Proven ability to manage, plan, and prioritise tasks and workload. Proactive approach to problem solving.
  • Ability to work autonomously and carry out routine work with minimal supervision in a fast-paced and changing environment.
  • Team player who is capable of working on their own initiative.
  • Holds at least a bachelor’s degree.
  • Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).

Language requirements: Proficiency in English, French and Arabic (Darija)

Desirable qualifications, skills and experience

  • An understanding of the UK’s counter-terrorism strategy, policy and delivery.
  • A good knowledge of Morocco’s geopolitical and social structures (Ministry of Interior, DGAPR, DGSN, Gendarmerie, Forces Auxiliaries).
  • An understanding of Morocco’s approach to tackling terrorism and violent extremism.
  • Prior experience of working in or with the Moroccan security institutions/ government.
  • Experience of working with an international development organisation or wider international institution.

Other benefits and conditions of employment

Working hours and remuneration:

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of MAD 26,696 per month. However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

The package includes a good level of medical insurance, 21 days of annual leave (calculated on pro rata basis) plus 14 public holidays, access to on-site swimming pool, tennis court and gym facilities.

There are no other allowances payable as part of this package. No accommodation nor relocation expenses are payable in connection with this position.

The contract will be for a full-time employment, on a fixed-term contract until 31 March 2026 subject to one (1) month probation period.

Conditioned working hours for the position are 38 hours per week. Normal office hours are from Mondays to Thursdays from 08:00-16:15 and Fridays from 08:00-13:00.

Flexible working arrangement may be considered based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies. Independent working will be evaluated as a behaviour in interviews.

The Embassy and the FCDO have a strong commitment to learning and development, and all staff are required to agree on a learning and development plan with their line manager to keep track of their learning objectives and journey. The jobholder will also be required to undertake a number of mandatory training courses as part of their role.
