Key Responsibilities:
- Increased capacity of M&E Unit in Programme Quality & LEAP
- Leadership capacity in B,M&E developed, especially with M&E Team Leaders
- Lead data presentation including trend and progress analysis of the portfolio during portfolio meetings and PRC meetings as required.
- Portfolio team /officers report having clear direction and are able to implement project/programmes via LEAP processes.
- # of coaching/team meetings held with portfolio team members each quarter to ensure ITT/output tables tracking is consistent across locations
- Quality baseline, monitoring and evaluation products for projects funded by all sources, completed and submitted to SOs in a timely manner.
- % of quality AP and project B,M&E products agreed by SOs on time each FY.
- # of AP project baselines and evaluations that have been led to report submission meeting LEAP standards
- # of WVPNG B,M&E guidelines newly developed each fiscal year
- # of existing B,M&E guidelines and processes that are revised based on learning and disseminated appropriately with required training each year.
- Evidence of support for B,M&E Plans (and refinement of these plans) within country specific Technical Programme designs.
- # of B,M&E capacity building events organised applying good adult learning principles
- # of staff attending B,M&E capacity building events each fiscal year
- Evidence of increased B,M&E competency throughout WVPNG
- Report writing refresher training provided to Portfolio teams at semi and annual reporting stages (dependent on various donors respectively).
- # of meta-analysis review reports produced for local or senior leadership
- # and % of WVPNG evaluation reports reviewed as part of meta-reviews each fiscal year
- # of recommendations from meta-analysis reviews reflected on and built into future TP designs and/or resulting in changes in systems and structures each fiscal year
- # of consultations to reflect and refine B,M&E practice held with portfolio teams and Technical advisors
- # of initiatives/events where the M&E Unit has collaborated with Integrated Programme teams.
- # of learning/reflection events held to improve B,M&E implementation in WVPNG.
- # of documented B,M&E reflections shared with national and Partnership audiences each FY
- # of forums attended where WVPNG has made significant contribution to understanding of best practice baseline, M&E process.
- % of semi-annual and annual programme management reports reviewed and submitted on time to support office and finalised document uploaded into PTL Doc Hub and other back-up platforms
- # of Progress Report Quality and Findings Reviews produced each Fiscal Year
