TITLE: Human Resources Officer

ROLE PURPOSE:
The Human Resources (HR) Officer will be responsible for recruitment process, staff benefits such as wellness top-up, medical claim and Social Security Fund related. In addition, assist Human Resources Coordinator on HR matters to accomplish the HR Strategies as planned with best practice standards and compliance with local legal requirements and Save the Children’s HR policies.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:
Training and Development:
- Assist HR Coordinator for training documentation and materials, training report, etc..
- Assist the facilitation of the training process; communication with all participants as assigned by line manager
- Support the HR Coordinator by organizing schedules and facilitating the induction program for new staff
Recruitment
- Coordinate with hiring managers to identify staffing needs and candidate selection criteria
- Source applicants through online channels, such as Thai NGO and other professional networks
- Compile lists of most-suitable candidates by assessing their CVs, portfolios, and references
- Organize and attend job fairs and recruitment events to build a strong candidate pipeline
- Maintain records of all materials used for recruitment, including interview notes and related paperwork, to share with key stakeholders
- Review resumes and assess candidates to determine their suitability for specific roles.
- Schedule and manage the interviews with hiring managers, ensuring a smooth and efficient process.

- Develop relationships with college and university placement offices; schedule and attend career fairs as to generate qualified applicants.
- Ensure timely and compliant local staff recruitment, e.g., initial screening of applications with line manager and other interviewers, communications with the applicant, summary of final selection.
- Participate as a panel member in interviews for positions job grade 1-7
- Support HR Coordinator when having rapid recruit and hire new staff during emergencies.
- Maintain HR recruitment process via HR recruitment system
- Handle workforce/ intern/ volunteer recruitment process: job posting, consolidate all applications and/or shortlisted to Line Manager and related parties, facilitate the interview process such as make appointment with panels and candidates, venue and material reservation
- Cooperate with Supply Chain Function for consultant recruitment process: job posting and consultant agreement drafting.

- Update all recruitment trackers, and report to HR Coordinator on a monthly basis
- Ensure the recruitment document of staff, consultant, intern, workforce and volunteer record are filed.
- Create a talent pool for interns and volunteers.
Staff Benefits:
- Conduct the application and withdrawal process of group health insurance membership
- Process payment for staff benefits such as group health insurance, wellness top-up and annual physical check-up with the cooperation with Finance Department in a timely manner on tracking.
- Advise staff on the related topics concerning staff benefits.
- Maintain staff’s insurance record and annual physical check-up.
- Handle Social Security Fund staff record in the system.
- Conduct the process of issuance staff ID card.
Administration tasks
- Answer incoming telephone calls, transfers the call and/or take the messages
- Welcome visitors and provide any assistance if required
- Handle the process of receiving and sending couriers
- Maintain and update staff contact list and phone tree monthly
- Provide monthly updates on new hires and resignations to all SCT staff.
Others general HR and Administration tasks
- Any other tasks as required

QUALIFICATIONS:
- Thai nationality
- Bachelor’s degree in a human resource management or other related field such as social science, political science, Master’s degree is preferable
- Proficiency in computer use with various software packages
- Able to travel for work and support to offices
EXPERIENCE AND SKILLS:
- With minimum 5 years in HR function with proven records.
- Good knowledge of Thai Labor Law regarding wages, benefits, employment processes.
- Good knowledge of HR standard processes and policies such as Performance Management System,
- Hands-on experiences in recruitment, contract preparation, HR standard activities
- Organized, service-minded, and a good listener
- Experience in Human Resources Information System (HRIS) preferred
- Good interpersonal skills and a high sense of discretion, confidentiality and professionalism particularly in restricting access to sensitive information

- Experience with benefit studies, comparative information, preferred
- Experience implementing staff development activities based on professional core competencies
- Must have a high sense of urgency, flexible and well-developed work ethic
- Able to work with a positive and supportive attitude
