Gender Sensitive Market Assessment for the Potential Market

Background

Yayasan Save the Children Indonesia (SCIDN) is implementing GrowHer Cocoa Project, with support from GIZ and Mars. A consortium consisting of Grow Asia, Mars, Save the Children Indonesia, and PisAgro is jointly working on the implementation of GrowHer. GrowHer Cacao program”s goal is to improve women and girls while exercising their rights in cocoa value chains. The program aims to strengthen women and girls” representation and accelerate access to economic resources and capacity-strengthening activities. GrowHer program”s beneficiaries are 4,000 female smallholder cacao farmers and entrepreneurs in North Luwu and East Luwu District, in South Sulawesi Province. SCIDN and the consortium aim to empower girls and women from different backgrounds and ages, and adopt rural economic growth and resilience as one of the key essential interventions.

GrowHer Program supports girls and women to address limiting socio-cultural norms that prevent girls and women from exercising their economic rights. SCIDN delivers sets of training, covering essential themes, such as small-scale entrepreneurship and financial skills, Good Agricultural Practices (GAPs), and collective decision-making power. GrowHer demonstrates the importance of girls” and women”s empowerment as an essential component of rural economic growth and resilience.

As part of the community economic empowerment efforts, the GrowHer Kakao project has been supporting several women and young women entrepreneur groups in North Luwu and East Luwu to strengthen their production capacity, small-scale entrepreneurship management, and the application of gender equality principles in economic activities. This support has enabled the groups to develop local products and enhance collaboration at the community level.

However, monitoring results indicate that most of the small-scale entrepreneur groups still face challenges in accessing wider and more sustainable markets. Their products are not yet fully connected to potential value chains, while their understanding of market demand, consumer trends, and inclusive marketing mechanisms remains limited. Therefore, a gender-sensitive approach is required to ensure that this assessment not only identifies potential market opportunities but also analyze how gender dynamics influence women’s ability to access, participate in, and benefit from economic opportunities.

 To address these challenges, a Gender Sensitive Market Assessment for the Potential Market is needed to:

  • Identify potential market opportunities that the supported groups can sustainably access.
  • Analyze gender-based barriers in accessing and controlling economic resources and marketing networks; Map key actors and their roles, including supporting functions, rules and enabling environment in the value chain, trends, and potential collaborations with private sector partners or supporting institutions; and
  • Provide recommendations for intervention strategies to strengthen market linkages in a gender-inclusive and equitable way.

The findings from this assessment will inform the program’s strategies for value chain development, strengthening entrepreneurship capacity, and fostering gender-responsive market partnerships. Therefore, Save the Children intends to recruit a consultant (individual or firm) with expertise in market analysis, value chain development, and gender integration to conduct this assessment.

Purpose & Objectives 

Save the Children (SC) is seeking a short-term consultant to conduct a Gender Sensitive Market Assessment for the Potential Market under the GrowHer: Kakao Project.

This assignment aims to support the project in:

  • Identifying potential market opportunities of selected commodities (VCO, organic vegetables, Processed Food Products, and compost) or products for women and young women-led small-scale entrepreneurships to enhance their economic participation and sustainability; and
  • Facilitating linkages between the supported business groups and potential market actors through partnerships or Memoranda of Understanding (MoUs).
  • Identify purpose gender responsive strategies to enhance women’s and young women’s participation, decision-making power, and benefit sharing within identified market opportunities.

Scope of Work 

The consultant will be responsible for conducting a Gender Sensitive Market Assessment and facilitating market linkages for women and young women-led small-scale entrepreneur groups under the GrowHer: Kakao Project.

The scope of work will include the following:

Market Identification and Analysis: 

  • Identify potential markets and value chain opportunities relevant to the products of the supported small-scale entrepreneur groups.
  • Analyse supply-demand dynamics, consumer preferences, and pricing structures.
  • Assess gender-specific barriers and opportunities for women and young women to access and benefit from these markets.
  • Examine social and cultural factors (including time use, mobility, and unpaid care work) that influence women’s participation in production and marketing activities.

Stakeholder Mapping and Engagement: 

  • Map key market actors and their roles, including buyers, traders, cooperatives, private sector entities, and government institutions in the supporting functions and both rules and enabling environment of the value chain.
  • Facilitate initial engagement and networking between small-scale entrepreneur groups and market actors to explore collaboration opportunities.
  • Identify potential private sector partners committed to inclusive small-scale entrepreneurship practices and gender equality principles.

Market Linkage Facilitation: 

  • Support the establishment of potential partnerships or agreements (e.g., MoU) between small-scale entrepreneur groups and identified market actors.
  • Provide recommendations for sustainable, gender-responsive market linkages.

Reporting: 

  • Develop a concise report summarising the findings, identified market opportunities, potential partners, and actionable business model and plan recommendations for strengthening market access.

Deliverables 

  • Inception Report – including proposed methodology, detailed work plan, tools for data collection, and a list of stakeholders to be engaged.
  • Market Mapping Report – presenting the identified potential markets, value chain opportunities, and analysis of gender-specific barriers and enablers.
  • List of Potential Market Partners – a compiled list of potential buyers, traders, cooperatives, or private sector actors interested in engaging with the supported small-scale entrepreneur groups.
  • Facilitation of Market Linkages – documentation of at least a few initiated linkages or partnership discussions (e.g., meeting notes, MoU drafts, or expressions of interest).
  • Final Report – a comprehensive report summarising findings, analysis, and gender-responsive recommendations for strengthening gender-responsive and sustainable market access for women and young women small-scale entrepreneur groups.

Qualifications

Save the Children will hire an independent consultant to conduct a Gender Sensitive Market Assessment and facilitate market linkages.

The selected consultant should meet the following qualifications:

  • Bachelor’s degree (Master’s preferred) in economics, agribusiness, gender studies, rural development, or other relevant fields.
  • Minimum of 5 years of experience in conducting market assessments, value chain analysis, or livelihood studies, preferably in rural or community-based settings.
  • Proven experience in integrating gender analysis within economic or market assessments.
  • Demonstrated understanding of women’s economic empowerment, inclusive business models, and gender-transformative approaches.
  • Experience working in South Sulawesi is an advantage.
  • Strong analytical, facilitation, and communication skills.
  • Ability to engage effectively with diverse stakeholders, including community groups, private sector actors, and government institutions.
  • Commitment to Save the Children’s Safeguarding Policy.
  • Availability to conduct fieldwork in targeted areas within the agreed timeline.
  • Ethical and Safeguarding Considerations. The consultant must ensure that all activities under this assignment comply with Save the Children’s ethical standards and safeguarding policies. This includes obtaining informed consent from all participants, ensuring confidentiality of information, and protecting the privacy and dignity of all respondents, particularly women and young women.
