JOB DESCRIPTION

TITLE:  Case Management Officer
TEAM/PROGRAMME: Child Protection LOCATION: Renk

 

GRADE: CONTRACT LENGTH: 5 months (renewable)

 

CHILD SAFEGUARDING: (select only one)

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

 

ROLE PURPOSE: The Case Management Officer will be responsible for implementation of comprehensive case management activities. He/she will ensure children harmed or at risk of being harmed are identified and receive individual case management support by ensuring the adherence to the National Case Management Standard Operating Procedures (SOPs), use of the standardized case management tools and case management principles by the case workers. He/she will provide training and technical support to the case workers in consultation with the Child Protection Coordinator, CPIMS Data Clerk/Officer, MHPSS Officer and Case Management FTR Specialist. He/she will coordinate with other child protection agencies and MHPSS Officer on case management complex cases and case conferences/ conversations.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 

SCOPE OF ROLE:

Staff reporting to this post: 6 incentivised case workers 

Working relationships with: CPIMS Data Clerk/Officer, MHPSS Officer and Case Management FTR (CM FTR) Specialist

This role will contribute towards Save the Children’s Child Protection strategic objective of  ‘Strengthened quality Child Protection systems and services at national and local level to safeguard women and children from all forms of violence, abuse and neglect” and towards Save the Children’s global breakthrough 2030 ‘Violence against children is no longer tolerated’. 

 

KEY AREAS OF ACCOUNTABILITY :
  • Lead on integrated child protection, MHPSS and SGBV case management activities ensuring case workers and MHPSS Officer are able to provide support to children harmed or at risk of harm from all forms of abuse, violence, exploitation and neglect.
  • Ensure that case management services, referral and information management systems are in place for appropriate identification, responses and follow-up for children harmed or at risk of being harmed.
  • Provide capacity building, mentoring and coaching to case workers.
  • Prepare weekly activity plans with case workers and staff as necessary and ensure smooth implementation of the plans.
  • Organise weekly case review with all case workers to reflect on progress, correct issues improve case management system accordingly.
  • Lead the area based Case Management Task Force through convening and coordination of meetings and case conferences with other child protection agencies to deliberate on arising complex cases.
  • Establish/strengthen child protection committees, including training on their roles and responsibilities on case identification, referral and follow up.
  • Support child protection committees in awareness raising activities of key child protection issues prevailing in the communities and linking children to available services.
  • Provide day to day supervision to case workers and adherence to proper documentation and review the follow up of cases ensure all cases are managed within acceptable timelines.
  • Ensure that cases are updated accordingly in the CPIMS and efficient analysis of case load and utilization of the system is done for the provision of support to children under case management.
  • Ensure existence and updated referral mechanisms with other sectors are in place and cases are appropriately referred and followed up for holistic support.
  • Document case studies/ case stories with the CM FTR Specialist and flag out and challenges early for timely address.
  • Provide capacity building to foster families and ensure support to children placed under their care through alternative care arrangement us rendered accordingly.
  • Lead in initiating Family Tracing and Reunification processes for UASC in liaison with the CP Coordinator, CM FTR Specialist and CPIMS focal person.
  • Support and monitor Child Protection Help Desks to identify, support and refer children with protection concerns.
  • Ensure quality and timely registration of vulnerable and at-risk children including UASC and sharing the information with the CPIMS and Data officers documentation.
  • Ensure confidentiality of all case management data during collection and storage.
  • Represent Save the Children as necessary at community and county level as appropropriate.
  • Perform other program functions that may be assigned by Line Manager.

QUALIFICATIONS 

  • University Degree in social sciences preferably Social Work and Community Development.

 

 

EXPERIENCE AND SKILLS

 

Essential

  • University Degree in social sciences preferably Social Work and Community Development.
  • Minimum 3 years’ experience working or implementing case management programming in the humanitarian field
  • Knowledge of Child Protection and prior experience implementing Child protection programmes.
  • Experience working with case files, databases and providing regular documentation.
  • Ability to communicate clearly with internal and external stakeholders.
  • Fluent in Arabic and/or local languages spoken in Renk.
  • Experience in community facilitation, mobilisation and capacity building.
  • Good computer knowledge and skills.
  • Able to operate in extremely harsh living and working environment
  • Gender awareness and sensitivity

Desirable

  • Ability to work individually and within a team with limited supervision.
  • Work experience with children and families, especially knowledge of child rights and participation
  • Previous NGO experience, including an understanding of neutraulity as an international NGO
  • Background knowledge in child/ youth protection, education, child rights and emergencies
