The Service reports directly to the High Representative / Vice-President (HR/VP). The Service works
in close cooperation with the other Commission services, as well as with the European External
Action Service (EEAS), both in headquarters and in delegations.

The unit FPI.1 manages thematic actions in partner countries worldwide under NDICI-Global Europe
Neighbourhood, Development and International Cooperation Instrument), with a focus on capacity
building and cooperation to address global and transregional threats and challenges. Thematically,
the Unit leads FPI’s work on security and security sector reform (SSR), climate change, connectivity
and digitalisation.

The thematic scope of actions includes climate change and the energy transition, counter-terrorism
and countering violent extremism, security sector reform, organised crime including environmental
crime, the illicit trafficking of small and light weapons, drugs and other commodities, threats to
critical infrastructure or public health, cybersecurity and threats stemming from chemical,
biological, radiological and nuclear (CBRN) materials, knowledge and technologies.

The Unit manages the identification, preparation and implementation of actions under its
responsibility, in coordination with the European External Action Service, Commission line DGs,
Member States and relevant Member States’ organisations, partner countries and, where
appropriate, with other donors. The Unit acts as focal point for relations with UN and international
organisations on global, transregional and emerging threats.

 

WE PROPOSE

FPI.1 is seeking to hire one programme officer to work in the FPI.1 unit.

The work involves coordination with Commission line DGs and the EEAS on EU policies and their
projection abroad. The successful candidate will be part of a dynamic, friendly and motivated team
with a strong emphasis on collaboration.

The position will consist of contributing to the programming and management of horizontal and
thematic actions. Under the supervision of the Head of Unit and head of sector, the job holder will
contribute to the implementation of policies and activities under the Neighbourhood, Development
and International Cooperation Instrument (NDICI)-Global Europe that deal with global and
transregional threats and challenges, crisis response, and Foreign Policy needs. This includes
programming and management of horizontal and thematic actions. She/he will also ensure the
liaison with the FPI Finance and Contract Unit, be the focal point for OPSYS, M&E and management
of administrative credits support with the monitoring of the commitments credits, and coordinate
the unit’s briefing inputs.

WE LOOK FOR

We look for an experienced, dynamic, reliable, well-organised programme officer with a good
team spirit and excellent planning and coordination skills. They should be pro-active, flexible and
able to organise the work independently with a strong sense of responsibility. They should be able
to adjust to multiple tasks even under tight deadlines.

A positive attitude, excellent writing and communication skills, excellent inter-personal skills and a
good judgement are also essential as well as a good knowledge of EU financial and contractual
procedures.

The candidate should have at least 3 years’ experience in project management. An excellent
knowledge of English is essential, and a good knowledge of French is an asset. Thematic knowledge
of the portfolio and at least 2 years’ experience in the relevant field (finance and
contract) is an advantage.

The candidate/job holder must either be a holder of a valid security clearance up to the level of
“SECRET UE/EU SECRET” or be willing to undergo the national security vetting procedure (in order to
be allowed to perform their job).
