Key Responsibilities

The Consultant will be responsible for conducting a comprehensive data assessment and a needs assessment of skills and competencies related to climate-related human mobility in Thailand, covering the dimensions of migration, displacement, planned relocation, and immobility. The work will identify existing data sources, methodologies, and institutional capacities, as well as highlight key gaps and limitations that constrain evidence-based policymaking.

The scope of work will include, but not be limited to:

• Reviewing existing national and international data sources relevant to climate-related human mobility (e.g., censuses, surveys, administrative data, disaster risk data, and humanitarian assessments).
• Mapping institutional arrangements and responsibilities for data collection, management, and use across government, academia, civil society, and international partners.
• Identifying key gaps in data coverage, methodologies, definitions, and interoperability of data 3 systems.
• Assessing the skills, technical capacities, and institutional needs of agencies and stakeholders engaged in collecting and analysing climate mobility data.
• Facilitating a series of coordination meetings, consultations, and workshops with key stakeholders (e.g., National Statistical Office, Department of Disaster Prevention and Mitigation (DDPM), Department of Climate Change and Environment (DCCE), academic institutions, and civil society partners) to validate findings, promote ownership, and ensure relevance of recommendations.
• Developing actionable recommendations for strengthening data systems and capacity development, aligned with international good practice and tailored to the Thai context. During the consultancy, IOM will provide technical advisory support, access to IOM’s institutional learnings and publication, and support in facilitating engagement and coordination with the relevant government and non-government key stakeholders.

Category B Consultant: Tangible and measurable outputs of the work assignment

The Consultant is expected to perform the following activities and produce the deliverables listed below. Activities are to be conducted in close coordination with IOM Thailand, relevant government counterparts, and other stakeholders.

• Inception Phase
  • Prepare a detailed workplan and timeline for the consultancy, including proposed methodology, survey questionnaire, mapping of key stakeholders, and interview guides.
  • Conduct a desk review and literature review of existing research, data systems, and institutional arrangements on climate mobility in Thailand.
  • Identify and map key stakeholders and institutions relevant to data collection, analysis, and use, and propose a plan for engagement.
  • Deliverable: Draft inception report outlining methodology, workplan, timeline, and reports’ structure as well as an annex mapping key stakeholders.
• Data Collection and Interim Reporting Phase
  • Finalize data collection tools (survey questionnaire, interview protocols) in consultation with IOM.
  • Pilot and refine the tools as needed.
  • Conduct data collection, based on the agreed methodology.
  • Facilitate a series of coordination meetings and stakeholder consultations during the data collection period, ensuring documentation of discussions and outcomes.
  • Produce a draft data assessment report and a draft needs assessment report, including preliminary analysis of institutional capacity gaps, data gaps, and recommendations.
  • Update the mapping of key stakeholders from the inception report.
  • Develop a draft PowerPoint presentation summarizing findings for the validation meeting.
  • Deliverables: Draft data assessment report, draft needs assessment report, and draft PowerPoint presentation for validation meeting.
• Finalization and Validation Phase
  • Present preliminary findings at a validation meeting with stakeholders; facilitate and lead discussions to incorporate feedback.
  • Revise draft reports and presentation based on IOM and stakeholder feedback.
  • Submit the final data assessment report, the final needs assessment report on skills and competencies, and the final presentation.
  • Submit documentation of meetings attended or facilitated, including meeting notes or minutes.
  • Deliverables: Mapping of key stakeholders, final data assessment report, final needs assessment report, final PowerPoint presentation, and meeting minutes.
• Other Tasks: Perform any additional related duties as may be assigned to support the successful delivery of the consultancy.

The Consultant will determine their final work schedule at the beginning of the assignment with the approval of Chief of Mission of IOM Thailand. The work schedule will set clear deadlines for the completion of each expected deliverable.

Performance indicators for the evaluation of results

• Timely submission of all deliverables.
• Quality and comprehensiveness of reports, assessed by alignment with international standards and project goals.
• Satisfactory incorporation of feedback from IOM and stakeholders.
• Adherence to IOM Brand Guidelines and visibility requirements.

Required Qualifications

Education

• Master’s degree or higher in Social Sciences (e.g., Migration Studies, Economics, International Relations, Development Studies, Environmental Studies) or a related field from an accredited academic institution.
• A background combining social science with data analysis, statistics, or environmental/climate studies would be an advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

• Minimum 8 years of experience in data assessments.
• Proven expertise in developing data assessments and needs assessments.
• Experience working with governmental agencies, preferably in Southeast Asia.

Skills

• Excellent analytical and reporting skills.
• Ability to work effectively in a sensitive environment and exercise impartiality, diplomacy and neutrality.
• Excellent presentation and representation skills.
• Capacity to work independently with minimal supervision.
• Strong understanding of climate-related human mobility data landscape.
• Gender-sensitive, culture-sensitive, and able to work with colleagues from diverse cultural backgrounds.
• Demonstrated ability to work under pressure and meet deadlines.

Languages

• Fluency in English is required.
• Knowledge of Thai is an asset.

IOM’s official languages are English, French and Spanish.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required

Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOM’s travel policies, including IN/6. The Consultant will receive a Daily Subsistence Allowance (DSA) according to IOM’s established rates, during their stay in the place of duty while on TDY.

Remuneration and Term of Payment

The Consultant will receive an all-inclusive fee based on milestones and deliverables as follows:

– Conduct preparatory work and initial phase– 30%

– Data collection and reporting phase – 40%

– Conduct validation meeting and finalizing research reports – 30%
