WE ARE
The European Commission Representation in Latvia is part of DG Communication network of representative offices throughout the 27 Member States of the European Union. We are the Commission’s voice in Latvia and we communicate on EU affairs at national, regional and local levels. Our core mission is to provide information on EU affairs to the Institutions, the stakeholders and the citizens through maintaining regular contact with the national Government, the Parliament, press and media, other opinion shapers, organisations and citizens as well as represent the Commission in the Member State, gather information and keep the Commission in Brussels informed of key political, social and economic developments in Latvia.
WE PROPOSE
An exciting and challenging position as Team Leader of Political Reporting.
The main tasks include:
– providing assistance to the Head of Representation by gathering intelligence, reporting on political developments in Latvia and articulating the policies, actions and opinions of the Commission to the target audiences;
– organising seminars, conferences and other events to build and maintain awareness of key EU policies;
– producing briefings, country profiles, reports and analyses on EU issues and policies and political situation in the country;
– organise opinion polls and surveys; study and disseminate the results;
– draft speeches and speaking points for the head of representation;
– present and explain EU policies in Latvia
– developing contacts with the Latvian Government, Parliament, social and economic partners, other stakeholders, think tanks and NGOs as well as ensuring that high level representatives of the Commission (e.g. Commissioners, Director Generals) visiting Latvia get to meet the key figures in Latvian political and economic life and that communication opportunities are facilitated.
– representing the Commission at various events/meetings in Latvia.
WE LOOK FOR
A highly motivated, dynamic and committed colleague with strong political, analytical and drafting skills and an ability to identify and present key issues in a clear and concise manner.
Applicants must have an excellent command of Latvian and English, both written
and oral.
Strong ability to develop positive and collaborative working relationships with internal and external partners and stakeholders.
Excellent interpersonal and communication skills and the ability to network with a range of stakeholders from politicians to civil society interest groups, are important.
Proven ability to identify priorities, devise courses of action and react quickly to rapidly changing circumstances.
An in-depth knowledge of the Latvian political and economic system.
A solid knowledge of European Union policies and how they impact upon Latvia.
Excellent knowledge of the Commission’s political priorities and interinstitutional relations
Proven professional experience gained in the field of political and economic affairs of a host Member State.
Proven experience in managing teams.
A sound knowledge of the Commission’s administrative procedures and sound knowledge of the Commission’s financial and budgetary procedures will be considered an asset (including public procurement and grant award procedures).
Candidates must (eligibility requirements)
Candidates will only be considered for the selection phase on the basis of the following formal requirements to be fulfilled by the deadline for applications.
Nationality – candidates must be a citizen of one of the Member States of the European Union.
University degree or diploma – candidates must have:
either a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is 4 years or more;
or a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least 1 year when the normal period of university education is at least 3 years (this one year’s professional experience cannot be included in the postgraduate professional experience required below).
Only diplomas that have been awarded in EU Member States or that are the subject of equivalence certificates issued by the authorities of one of these Member States shall be taken into consideration.
Professional experience:
On the closing date for the submission of applications set by this notice, candidates need to show, in addition to the qualifications required above, a professional experience of at least 6 years, gained after obtaining the diploma required for admission to the selection procedure.
Languages:
To meet the needs of the service, the ability to work in an official language of the host country (Latvian) is required.
