JOB DESCRIPTION

LOCATION: NATO Intelligence, Surveillance & Reconnaissance Force (NISRF), Sigonella, Italy

1. POST CONTEXT

NATO nations have chosen to acquire a wide area ground surveillance asset based on a High Altitude Long Endurance (HALE) Remotely Piloted Vehicle (RPV). The system chosen is based on a uniquely designed RQ4-4D (Global Hawk) with the Multi-Platform Radar Technology Insertion Programme (MP-RTIP) as the primary sensor, a ground segment including deployable assets, and a supporting communications architecture dedicated to filling some of NATO’S Joint Intelligence, Surveillance, and Reconnaissance (JISR) needs.

The SW is responsible for critical support functions and activities to maintain operational readiness in NISRF.

The AMS is pivotal in ensuring the operational readiness of aircraft through both line and base maintenance in NISRF.

The Flight Line Branch executes the daily maintenance plan and is responsible for the safe and effective maintenance activities performed on assigned AC., including launch and recovery, servicing of petroleum, oils and lubricants (POL), scheduled and unscheduled maintenance, removal and replacement (R2) of LRUs and propulsion system, and non-destructive testing (NDT).

NATO ISR Force conducts full spectrum Intelligence, Surveillance, and Reconnaissance (ISR) operations in support of NATO decision-makers, member nations, and SACEUR’s strategy. The Force provides NATO decision makers, from the political down to the tactical level, with near real-time and continuous surveillance and imagery information, concerning friendly, neutral and opposing forces, from stand-off positions. The Force provides actionable, fused multi-source intelligence through organic ISR Processing, Exploitation, and Dissemination (PED), and Fusion Analysis capability. All collected information and products will be available to NATO nations. The Force executes organic operational, support, and training tasks in the conduct of Force activities.

2. DUTIES

The incumbent’s duties are:

– Performing scheduled and unscheduled on and off equipment maintenance, troubleshooting, servicing, inspection, testing, modification, evaluation, repair, replacement and adjustment of flight essential avionics systems (primarily flight avionics system until merger is possible) and related support equipment in accordance with applicable technical publications and directives;

– Preforming duty as Shift Supervisor according Branch Operational Management procedure, as required;

– Requisitioning parts, equipment and supplies and process repair cycle assets;

– Functioning as technical publications, special test equipment and tool monitor; as required;

– Maintaining and monitoring inspection and maintenance forms, records and databases;

– Undertaking operational deployments and/or TDY within and outside NATO’s boundaries;

– Operating desktop computers and associated peripheral equipment;

– Operating motor vehicles, support and test equipment;

– Working on other associated aircraft electronic systems when required, after having passed appropriate on-the-job training for that specific system;

– Assisting in special projects, as required;

– Manages and conducts on the job training programs primarily specializing in Avionics Systems and secondarily general aircraft, and other training requirements as assigned;

– Assisting other personnel performing work on other aircraft systems;

– Performing squadron supervisor duties, as required;

– May be required to perform or support aircraft corrosion preventive measures (including aircraft clear water rinse and wash) in accordance with applicable maintenance regulations (e.g. T.O. 1-1-691, NN1E-3A-2-7, NN1E-3A-23 etc.);

– May be required to perform maintenance (incl. inspections) inside the aircraft integral tanks in accordance with applicable Technical Orders, provided the appropriate physical and medical prerequisites are met.

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

May be required to perform like duties elsewhere within the organisation as directed.

Required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries.

Performs maintenance related housekeeping.

The work is normally performed in a Operational Airbase with possible access to runways aircraft hard standing areas.

Normal Working Conditions apply.

4. QUALIFICATIONS

ESSENTIAL

– Higher Secondary education and intermediate vocational training which might lead to a formal qualification with 2 years experience,

or

– Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.

– Experience in Aircraft maintenance.

– Must have an English Standard Language Proficiency level SLP 3232 in Listening, Speaking, Reading and Writing based on NATO standards.

DESIRABLE ASSETS

– The ideal incumbent is fully qualified Avionics Maintenance technician with a thorough knowledge of the theory of electronics, transistors, solid state components and digital techniques as applicable to Flight Avionics systems.

– At least 2 years practical experience in the maintenance of this equipment. Ability to lift heavy objects, good manual dexterity, and without physical speech impediment.

– Ability to work at heights, in cramped enclosed areas and in uncomfortable conditions and positions.

– Possess a drivers license equivalent to European Class B.

– Possesses a very good knowledge of electronic and mechanical principles as applied to Flight Avionics systems.

– Nationally acquired aviation maintenance technician license and/or qualification, including completion of basic technical training under national responsibility;

– At least twelve (12) months of practical maintenance experience on operational military aircraft.

5. POSITION AND CANDIDATE PROFILE

The incumbent will work with both military and civilian personnel and must provide clear communication, guidance, and consistently demonstrate sound leadership. Combined with the ability to communicate and deal diplomatically and effectively with others, the incumbent will be required to display a positive attitude of acceptance, patience, tact, understanding, and sincerity. He/she must be experienced in English technical writing in order to be able to draft clear and concise reports and briefings. Must be able to employ sound managerial skills in order to properly plan, organize, coordinate, and control all aspects relating to Training. Applies sound and flexible judgment in seeking a workable compromise between operational Training requirements and Host Nation Authority / NATO constraints and directives.

6. CONTRACT

The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract. NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs).

The basic entry-level monthly salary for a NATO Grade G10 in Italy is Euro 4,041.51 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
