Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Programme Coordinator (Housing & WASH), the successful candidate will provide specialized support on the development of new housing legislation in Ukraine in implementation of Reform 7 of the Ukraine Plan adopted to implement the European Union initiative “Ukraine Facility”, introduced by Regulation (EU) No 2024/792 of the European Parliament and of the Council of 29 February 2024. The incumbent will be responsible for supporting the Verkhovna Rada of Ukraine and finalizing the draft law “On the Basic Principles of Housing Policy”.
Key Responsibilities
Category A Consultants: Tasks to be performed under this contract:
- Support establishment and maintaining relations with key stakeholders, including the Verkhovna Rada of Ukraine Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning; the Ministry of Development of Communities and Territories of Ukraine on the finalization of the draft law “On the Basic Principles of Housing Policy”, which was registered in the Verkhovna Rada of Ukraine on 06.01.2025 under No. 12377 (hereinafter referred to as the Draft Law), as well subsequent draft legislation related to housing policy.
- Summarize the comments of all key stakeholders (ministries, the Secretariat of the Cabinet of Ministers of Ukraine, the public), which were provided during the development and approval of the draft law and may be taken into account when finalizing the draft law.
- Analyze the conclusions of the Verkhovna Rada Committees on the Draft Law and prepare proposals for their consideration.
- Analyze the Conclusion of the Main Scientific and Expert Department of the Verkhovna Rada of Ukraine on the Draft Law, prepare proposals for consideration and/or other justifications and explanations.
- Provide technical support for the formation and maintenance of a comparative table of the Draft Law in preparation for the second reading.
- Assist in the development of amendments (proposals) of the People”s Deputies of Ukraine to the Draft Law in preparation for consideration in the second reading.
- Participate in the development of the Draft Law with representatives of the European Commission, international banks to achieve the indicators of implementation of Reform 7 of the Plan of Ukraine, adopted for the purpose of implementing the European Union initiative “Ukraine Facility”.

- Consult interested parties on the consistency of the Draft Law with other legislative acts of Ukraine, provide proposals and comments.
- Analyze the risks associated with the adoption of the Draft Law, prepare proposals to minimize such risks.
- Assist in the formulation of specific provisions of the text of the Draft Law.
- Analyze the Draft Law for compliance with the requirements of regulatory drafting techniques, make the necessary corrections and adjustments to the text of the Draft Law.
- Participate in meetings, discussions, consultations on issues related to the finalization of the Draft Law.
- Participate, if necessary, in meetings of the working group on the finalization of the Draft Law.
- Prepare reports to the management on the implementation of the tasks provided for in this contract.

- Contribute to the development of assessments, concept notes, project proposals.
- Perform such other duties as may be assigned.
Performance indicators for the evaluation of results
- Performing above mentioned tasks Monday-Friday, 40 hours per week
- Number of meetings held with key stakeholders and the working group – 12.
- Number of amendments (proposals) formally submitted and tracked for incorporation into the draft law – 10.
- Number of reports on the implementation of the tasks provided for in this contract – 6.
Required Qualifications
Education, Experience and/or skills required
- Bachelor’s degree or equivalent in Public Administration, Law or related fields with at least three years of relevant professional experience.
- Experience in developing and supporting legislative acts, Government resolutions and regulatory documents of Ministries.
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups;
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
