A roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational Context

The Registry, headed by the Registrar, is responsible for the non-judicial aspects of the administration and servicing of the Court, without prejudice to the functions and powers of the Prosecutor. This includes providing management and judicial support services to the Court, as well as those aspects of external relations and field operations falling within the purview of the Registry. Accordingly, the Registry is composed of three Divisions: 1) Division of Management Services, 2) Division of Judicial Services, and 3) Division of External Relations. Each Division is headed by a Director, and the three Directors support the Registrar through the Registry Management Team (RMT) in ensuring that the Registry fulfils its tasks effectively and efficiently. The Registry’s Legal Office (RLO) is directly under the authority of the Registrar.

The Immediate Office of the Registrar (IOR) supports the Registrar in setting the Registry’s strategic objectives, overseeing inter-organ relations as well as in enhancing internal communication and driving the development of Court-wide policies. The IOR also acts as the operational focal point for the Registry’s Divisions, providing practical support to the Registrar with a view to ensuring, in a coordinated and effective manner, the overall managerial oversight and control of the Registry. Given that the Registry is the largest and, in terms of its functions, most diverse organ of the Court, managerial and oversight functions present one of the main challenges. In this regard, the IOR plays a key role in a number of areas, including the preparation of the Court’s budget, addressing staff related issues, facilitating the conclusion of witness relocation agreements, and indeed in virtually all other fields of the Registry’s operations. At the same time, through the Registrar’s representational role, the IOR aims at widening the support for and the understanding of the mandate of the Registry and of the Court in the international arena.

Duties and Responsibilities:

Within this framework, and under the direct supervision of the Chief of Staff, the incumbent performs the following duties:

  • Provide general administrative support to the Registrar and the Immediate Office of the Registrar;
  • Ensure the smooth information flow between the Registrar and his direct subordinates;
  • Manage the Registrar”s agenda, liaising with internal and external parties, prioritising various and sometimes conflicting commitments, and timely alerting the Registrar about any changes and other relevant information;
  • Organise meetings, making the necessary logistical arrangements in relation to, among others, IT equipment, interpretation, security, protocol, catering services, as well as receive and escort visitors;
  • Provide administrative support relating to the official travel of the Registrar and the staff of the Immediate Office, locally and abroad, in cooperation with the Travel Unit;
  • Assist with drafting and editing of various types of non-legal correspondence and memos;
  • Assist with preparing background documents and briefing materials for meetings, take notes during meetings and assist with the follow-up to meetings, including the preparation of minutes;
  • Maintain a correspondence registration system and other filing systems, as well as assist with archiving documents;
  • Submit and follow up on requests for translation coming from the Immediate Office;
  • Perform other tasks as may be required by the Registrar, the Chief of Staff, and the staff of the Immediate Office.

Essential Qualifications

Education:

Diploma of secondary education. A secretarial training will be considered an asset.

Experience:

A minimum of ten years of progressively responsible work experience in administration and office management as an executive assistant in an international organisation, government or private sector.

Knowledge, Skills and Abilities:

  • Excellent knowledge of office management and protocol policies, practices and procedures;
  • Excellent communication, drafting and organisational skills;
  • Ability to prioritise and manage time, manage work, cope under pressure with continuously changing priorities with no or little supervision, schedule own work and take initiative;
  • Excellent knowledge of standard IT computer tools;
  • Ability to build effective working relationships with clients and colleagues at all levels in a multicultural environment;
  • Ability to exercise judgment on and deal discretely with confidential/sensitive information;
  • Tact and diplomacy.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic or Spanish) would be considered an asset.

General Information

– Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.

– The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

– Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.
