Background: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. UNEP’s OzonAction Branch, under the Law Division, is one of the four Implementing Agencies of the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. This consultancy falls under UNEP OzonAction’s Compliance Assistance Programme (CAP) for the West Asia region, which provides policy and technical support to Article 5 countries to ensure compliance with the Montreal Protocol and to support the phase-out of ozone-depleting substances (ODS) and the phase-down of hydrofluorocarbons (HFCs). The Executive Committee of the Multilateral Fund approved, at its 88th meeting in November 2021, Stage II of the HCFC Phase-out Management Plan (HPMP) for Bahrain along with its first tranche. The plan, covering the period 2021–2025, defines the country’s strategy and targets to achieve compliance with the Montreal Protocol control measures for HCFCs. Subsequent tranches under Stage II were approved by the Executive Committee (second tranche was approved at ExCom93 and third tranche was approved at ExCom95) to support continued implementation of Bahrain’s commitments. In line with Multilateral Fund requirements, a verification report of Bahrain’s national HCFC consumption for the calendar year 2024 must be submitted to the Executive Committee as part of the final documentation for Stage II of the HPMP. The purpose of this consultancy is therefore to undertake this verification, confirming Bahrain’s national HCFC consumption and assessing the effectiveness of the country’s licensing and quota control system for compliance with the Montreal Protocol targets.
