Position Summary

To support the state’s digital transformation, this project will conduct a comprehensive digital health landscape assessment and gap analysis, followed by development of a State Digital Health Roadmap for Meghalaya. The assessment will examine infrastructure readiness, governance mechanisms, workforce capacities, ongoing digital initiatives, stakeholder priorities, and citizen experiences across diverse districts, drawing on literature reviews, field visits, facility assessments, and multi-level stakeholder consultations. The resulting roadmap will offer strategic guidance to strengthen the state’s digital health ecosystem through contextual recommendations, clear priorities, and a phased implementation plan aligned with national initiatives such as ABDM, developed in close collaboration with the Health & Family Welfare Department and partner organizations to ensure high-quality, participatory, and sustainable planning for improved health outcomes.

The Program Officer – Digital Health will play a key role in leading the project’s digital health activities in Meghalaya. The role requires strong program management, government liaison, and coordination skills, as well as familiarity with digital health systems, policies and public health programs at the state and national level.

Key Responsibilities

  • Liaise and build a strong relationship with state health officials, district teams, private providers, and partners for consultations, data access, and meetings.
  • Lead the digital health landscape assessment, including literature review, data collection, facility assessments, and stakeholder interviews in the state
  • Develop and use data collection tools (checklists, interview guides, observation templates).
  • Coordinate field visits across districts in consultation with the state officials
  • Lead the analysis of findings and preparation of report to identify digital health gaps, opportunities, and alignment with ABDM
  • Contribute to drafting the State Digital Health Roadmap, including recommendations, priority actions, and phased implementation plans.
  • Prepare reports, meeting notes, presentations, and other project documentation.
  • Project management activities such as tracking timelines, scheduling engagements, and mitigating operational challenges.

Required Qualifications and Experience

  • MBA and/or Master’s degree in public policy, public health, healthcare management, health informatics, information technology, or digital health.
  • At least 8 years of relevant professional experience in digital health, health systems strengthening, or large-scale government program implementation.
  • Experience working with state/district health departments and familiarity with ABDM, NHM programs and digital health initiatives. Previous experience in Meghalaya is highly recommended.
  • Strong coordination and stakeholder management skills.

Skills and Abilities

  • Strong analytical, documentation, and report-writing skills, with the ability to synthesize large volumes of information.
  • Skills in qualitative and quantitative data collection, conducting interviews/FGDs, and facility-level assessments.
  • Ability to coordinate with government officials, healthcare providers, and partner organizations.
  • Good understanding of India’s digital health ecosystem, health information systems, ABDM, or technology-enabled health interventions.
  • Comfort with field travel, including visits to remote or hard-to-reach areas.
  • Excellent interpersonal and communication skills for engaging diverse stakeholders.
  • Strong analytical and problem-solving capabilities.
  • Proficiency in MS Office Suite; familiarity with digital health platforms preferred.
  • Excellent documentation and reporting abilities.
  • Fluency in English and local language (written and spoken) is required.
