Main purpose of job:
The British Embassy in Manila is working closely with a broad range of partners across the country and the region to strengthen international collaboration on the major practical challenges of emissions reduction, resilience, and finance, to accelerate change in the global economy.
The Foreign Commonwealth and Development Office (FCDO) has a regional network of climate and energy advisors and officers in South East Asia and the Pacific whose role is to promote the climate change agenda in the region. This is done through advocacy and policy work, commercial engagement, and increasingly through the UK International Climate Finance to promote economic development in developing countries.
This role will lead on the delivery of the Embassy’s energy transition objectives in the Philippines.
The role requires effective stakeholder engagement including the ability to build relationships with working level contacts in the Philippine government (executive and legislative both at the national and local levels), international partners, and representatives of businesses, and civil society organisations.
The job holder will coordinate the British Embassy Manila’s policy and programme work on the clean energy transition, on topics including generation (particularly offshore wind), transmission, energy efficiency, and mobilising sustainable finance. The job holder will be expected to be able to build a robust understanding of energy policy in the Philippines and how to influence this to deliver on FCDO climate priorities. They will also have opportunities to represent the Embassy’s interests on energy in multilateral discussions, ranging from COP to ASEAN and the ADB.
The job holder will be a core member of the Embassy’s Climate Change and Environment team, working closely with colleagues to deliver high level events including the UK-Philippines Energy Transition Council, the annual UK-Philippines climate Dialogue, and visits of senior technical and political officials. The role will have opportunities to work with FCDO’s regional climate leads and across the Embassy with science, political, economic, and trade colleagues.
The successful candidate will contribute to the British Embassy Manila’s corporate agenda, which includes promoting the Embassy’s RICE values (respect, integrity, collaboration, excellence).
You will be line manged by the Second Secretary Climate and Science within the Embassy’s Policy and Programme Section.
Roles and responsibilities / what will the jobholder be expected to achieve:
Policy: You will lead and be the expert on energy policy at the British Embassy Manila. This includes working closely with the Climate and Science Team and ensuring coherence with the Department of Trade (DBT) and Programme Manager of one of our key Technical Assistance Progammes (UK PACT). You will be able to influence and lobby stakeholders as needed to deliver policy reform in line with UK priorities, particularly in offshore wind.
Programme: You will have oversight of the key Multilateral energy programmes to which the UK contributes in the Philippines and ensure coherence with our wider energy policy objectives. These range from large scale multilateral initiatives through to innovation funds looking to invest in cutting edge research and start-ups.
Lead on planning and delivery of key set piece events and supporting Ministerial or senior official visits: including the annual UK-Philippines Climate Dialogue, Energy Transition Council National Dialogue and the Sustainable Cities Dialogue as well as visits to and from the UK. You will be expected to represent the UK at these events as well as external events, conferences, and other meetings.
Deliver reporting and analysis of the Philippines’ priorities in the energy space: This covers internal political developments as well as international engagement at set piece events and outward missions. It will also cover analysis and of the major activity of other international players in your policy area.
Contributing to cross office engagement and workstreams: including on green finance, sustainable infrastructure, economic security, and human rights with the relevant teams in FCDO and DBT. You will have a central role in ensuring the successful alignment with our broader climate portfolio, working with climate, nature and infrastructure leads.
