Bangladesh IIPS Project Overview
The Bangladesh Inclusive Instant Payment System (IIPS) project aims to develop and deploy a secure, real-time, interoperable digital payment infrastructure in partnership with Central Bank of Bangladesh and the Gates Foundation. The objective is to advance financial inclusion by enabling instant, low-cost transactions for individuals and businesses, expanding access to digital financial services, and strengthening the country’s payments ecosystem.
Job Summary
PATH seeks a Senior Program and Operations Manager professional to join our team in Dhaka, Bangladesh to support the development and deployment of an Inclusive Instant Payment System (IIPS) in partnership with the Central Bank of Bangladesh and the Gates Foundation. The Senior Program and Operations Manager will coordinate operational activities, manage compliance, and support strategic implementation across the project lifecycle, contributing directly to the IIPS objective of inclusive, instant, and affordable digital payments.
Responsibilities
Program Coordination
Serve as the primary liaison between PATH, the Central Bank of Bangladesh, and other project stakeholders.
Coordinate meetings, field visits, and documentation workflows.
Support the development and tracking of project plans, deliverables, and milestones.
Stakeholder Engagement
Facilitate communication between PATH’s global teams and local stakeholders.
Support joint planning and oversight mechanisms with the Central Bank of Bangladesh and the Gates Foundation.
Operational Oversight
Manage procurement and logistics in accordance with PATH and donor policies.
Monitor compliance across subawards and partner contracts.
Assist in budget reviews, invoice processing, and financial reporting.
Administrative Support
Maintain project documentation, including contracts, reports, and operational guides.
Coordinate with PATH’s Legal Affairs, Finance, and Procurement teams to ensure alignment with internal processes.
Required Skills and Experience
Bachelor’s degree in public administration, business, international development, or related field; master’s preferred.
Minimum 8 years of experience in program management or operations support, preferably in international development or public health.
Experience coordinating large scale implementation projects.
Experience managing donor-funded projects and subawards.
Strong organizational, communication, and stakeholder coordination skills.
Fluency in English required; Bengali proficiency preferred.
Preferred Qualifications
Experience working on digital financial services or payment systems projects.
Proven track record working on projects with many stakeholders.
Familiarity with Gates Foundation or similar donor compliance requirements.
Knowledge of financial inclusion strategies and regulatory frameworks in South Asia.
Advanced proficiency in project management tools (e.g., MS Project, Smartsheet).
Travel Expectations
Domestic travel within Bangladesh for stakeholder meetings and site visits (up to 20%).
Occasional international travel for regional coordination or global team meetings (up to 10%).
Work Authorization
Must have legal authorization to work in Bangladesh.
