CHILD SAFEGUARDING:
Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a criminal record self-declaration will be required(at ‘standard’ level in the UK or equivalent in other countries).
ROLE PURPOSE:
Since January 2011, Save the Children International (SCI) has been designed as Principal Recipient (PR) of GFATM in Myanmar. The grant is extended from 2023 to 2026 NFM. As a consequence, to carry out Procurement and Supply Management (PSM) for the GFATM program, SCI-Myanmar is providing a full time Senior Procurement Coordinator for its GFATM Program in Myanmar.
To ensure the good flow of Procurement and Supply Management (PSM) practices for the GFATM, Senior Procurement Coordinator is responsible to:
- To lead the procurement process for both international and local channel for pharmaceutical and health commodities and service required.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key accountabilities
- Manage PSM activities conducting international and local procurement from Qualified Suppliers
- Manage and ensure the qualification of suppliers in accordance with SCI requirements to maintain readiness for procurement processes.
- Conduct regular market assessments to identify potential suppliers and prepare for FWAs or registrations, coordinating with SCI HQ and Country Office as needed.
- Manage and publish bid advertisements (Bids, RFPs, RFQs), ensuring timely solicitation, accurate documentation, and systematic filing.
- Lead the end-to-end international procurement process, including bid criteria , opening, evaluation committee coordination, supplier clarifications, negotiation and final award decisions.
- Ensure supplier evaluations and contract awards adhere to approved procedures and comply with GFATM, SCI policies, and SOPs, with all records properly archived for audit and LFA review.
- Coordinate closely with finance, supply chain, and program/requesting teams to ensure selected products meet SCI requirements in terms of specifications, best pricing, and delivery timelines.

- Collaborate with pharmacists and program teams to review and validate product specifications, ensuring compliance with SR requirements, GFATM QA Policy, and the QA Manual.
- Oversee the timely preparation, issuance, and archiving of contracts and purchase orders.
- Supervise and monitor all international shipments, verifying shipping documents against POs, PRs, QA requirements, and import licenses to ensure timely delivery and smooth customs clearance.
- Manage all documentation for international and local payments, coordinating with Finance to ensure timely disbursements and maintaining up-to-date payment tracking records.
- Participate in other program required services, emergency or ad-hoc procurements as required.
- Support procurement through alternative channels—such as contracted procurement agents, Pooled Procurement Mechanisms (PPM), and tender processes—ensuring full compliance with SCI and GFATM policies.
- Ensure effective data management and the accuracy of related quality, financial, and performance reports.

Support in management and strengthening of PSM Unit
- Review and update LMIS, SOPs, and procurement tools as necessary to ensure accuracy and effectiveness.
- Collaborate with relevant stakeholders to support for the procurement plan.
- Assist in identifying and addressing national supply chain risks, including stock shortages, and take appropriate procurement actions when required.
- Support monitoring and evaluation of supplier and service provider PSM performance.
- Ensure full compliance with SCI and Global Fund manuals, policies, and guidelines, maintaining documentation readiness for donor reporting and audits.
- Manage the product complaints received from SRs and ensure that they are well managed.
- In collaboration with PSM Manager and team members (Monitoring), assist SRs in any other PSM matters that can arise during project implementation. Among others, but not limited to: Definition of new requirements, development of individual PSM tools, preparation/review of procurement process, application of Good procurement Practices.

- Under the supervision of PSM manager and based on the workload of the team, support PSM members to handle the related PSM tasks and be flexible on rotation of key procurement and supply chain area.
Interaction with other stake holders:
- Actively interact with respective stakeholders, other SCI CO and HQ colleagues.
- Maintain good partnerships with SRs, suppliers and other key PSM stakeholders – MOH, CMSD and Customs, etc.
- Work closely with the SCI-GFATM Finance team to ensure that procurement order included in the performance framework are in line with the approved budget / PSM plan.
- Cooperate with Audit, LFA and other third parties for the compliance and improvement as needed.
- Work with other departments of the SCI office in Myanmar as needed (i.e. Link with the data base officers to ensure that the information included in the different databases are accurate and correctly reflect SRs performance).

PERSON SPECIFICATION
QUALIFICATIONS
- Bachelor’s degree in Pharmacy, Medical Fields, Supply Chain, Logistics, Public Health, Business, or related field.
EXPERIENCE AND SKILLS
Essential
- Minimum five (5) years’ experience in managing Procurement and Supply Management including international and local procurement process, Logistics and Warehousing and data management.
- Minimum three (3) year experience in managing shipment and importation arrangement.
- Minimum three (3) year experience in management of health and pharmaceutical products
- Excellent Computer skills, specifically with Microsoft Office (Excel, Word, Outlook)
- Burmese language is a must and good working knowledge of English (spoken and written).
Desirable
- Experience in International procurement and supply chain.
- Experience with INGO in Myanmar.
- Technical skills in Procurement and Supply Management
- Good analytical skills with the capability to focus on details.
- Excellent interpersonal skills
- Ability to develop and foster relationships both with SRs, Save the Children and LFA colleagues.

Skills and Experience:
- At least 5 years’ experience in related field.
Education:
- Bachelor”s degree (3 years + education post-secondary school). May be undertaking a professional qualification like a CPA, or Masters program
