WE ARE

Unit CNECT.D.2 “Digital Market” deals with the implementation of the Digital Markets Act (DMA)
within the Platforms Directorate of DG CNECT. Together with the Digital Services Act, the DMA
constitutes a ground-breaking new regulatory framework for the largest online platforms and
other online intermediaries, whose enforcement, for the first time, has been entrusted to the
European Commission.
The unit is part of the DMA task force (together with DG Competition) and manages the process
of designating the gatekeepers and oversees their compliance with all the obligations imposed
by the DMA, including the obligation of effective interoperability, the prohibition of data
combination and other data-related obligations, the prohibition of self-preferencing, the
obligation to offer choice screens to users, obligations related to advertising transparency etc.
We are a team of about 40 enthusiastic and highly motivated officials, with a range of different
skills (legal, economic and technical) working in a multidisciplinary environment.

WE PROPOSE

Unit D.2 “Digital Markets” is seeking to hire one experienced engineer and Operating system
expert.

In this role, the successful candidate will monitor, assess, and enforce compliance with legal and
regulatory standards concerning operating systems and other software across gatekeepers
under our supervision. The work should uphold cybersecurity standards, and regulatory
mandates to protect the public interest as enshrined in the DMA. The successful candidate will
participate to the supervision of gatekeepers’ compliance with all DMA obligations, while (s)he
may contribute to other files of the unit and directorate as needed, in particular aspects of joint
relevance for both Digital Markets Act and Digital services Act.

More specifically, the successful candidate will work on:

• As part of multi-disciplinary teams, evaluate and audit operating system development
and update practices by gatekeepers to ensure adherence to the DMA requirements.
• Review and analyse OS deployment methodologies to identify risks of non-compliance

or security vulnerabilities.

• Provide expert guidance on meeting regulatory OS deployment and update standards.
• Collaborate with legal, cybersecurity, and IT teams to develop enforcement strategies

and update regulatory policies.

• Document audit findings, compliance statuses, and enforcement actions clearly and

thoroughly.

• Stay informed of evolving regulations, legal precedents, and industry best practices

related to OS compliance.

• Detect and investigate potential infringements of the Digital Markets Act, including in
the exercise of the powers attributed to the Commission, such as conducting
investigations and inspections, interviews or requests for information.

WE LOOK FOR

We are looking for a dynamic, pro-active and highly motivated candidate who can demonstrate /
has:

• A university degree in computer science. A PhD would be an asset.
• At least 3 years of professional experience in software engineering, cybersecurity, data
science and/or the wider ICT domain relevant to the design, functioning and operations
of online platforms.

• At least one year experience in EU policy and enforcement.
• Proven knowledge in evaluating and auditing operating system development and
updates, OS deployment methodologies and risk assessment, industry best practices
related to OS compliance.

• A structured and thorough approach to work.
• Excellent analytical skills.
• Good communication skills in English, notably drafting skills.
