About the Program

The Abt PNG Shared Services Platform is the corporate backbone (e.g. HR, finance, legal) that supports the delivery of six programs in PNG. The programs include:

  • Australia PNG Subnational Program (APSP)
  • PNG-Australia Transition to Health (PATH)
  • Australia-PNG Economic Partnership (APEP)
  • PNG Partnership for Improving Education (PIE)
  • PNG Secondary Education Program (PSEP)
  • PNG Women’s Lead (PNGWL)

 

The Security, Safety and Fleet Services (SSFS) forms a critical part of the shared services platform providing support to these programs.

The safety and security of Abt personnel in PNG (and where required our counterparts and partners) is of paramount importance. The SSFS takes a proactive approach to security and safety through activities to ensure that:

  • the company is in a state of preparedness to respond to and effectively manage critical incidents
  • to the extent possible there is a safe and secure environment for our personnel to work and live within on a day-to-day basis
  • the company is always alert to current risks and ensures our personnel (and counterparts as required) are kept informed of risks
  • ensures staff are continuously informed of and trained in security risks and their personal safety
  • the extensive fleet of vehicles are maintained ensuring safe and secure movement of our personnel.

 

About the Opportunities

Manager SSFS

Reporting to the Abt PNG Country Manager, this leadership role is responsible for ensuring the delivery of an integrated SSFS for Abt personnel based in Port Moresby and regionally across Papua New Guinea including those undertaking Provincial travel.

The SSFS manager’s focus is on ensuring the policies, plans, systems and processes are in place, maintained and continuously improved  to create a safe and secure environment for our personnel and counterparts as required. This includes ensuring all personnel are continuously, prepared, trained and informed for working and living in this environment.

The SSFS manager is required to work with both internal (e.g. SSFS deputy manager, program leaders, Global Security Office (GSO)) and external stakeholders (e.g. security contractors, AHC) to ensure this environment and culture of safety and security.

Deputy Manager SSFS

Reporting to the Safety, Security and Fleet Services Manager, the Deputy Manager is responsible for ensuring the day-to-day delivery of an integrated SSFS for Abt personnel based in Port Moresby and regionally across Papua New Guinea including those undertaking Provincial travel.

The focus for the Deputy Manager is on ensuring operational implementation of the SSFS policies, plans, systems and processes to ensure a safe and secure environment for our personnel and counterparts as required. This includes ensuring all personnel receive the necessary support and are continuously, prepared, trained and informed for working and living in this environment.

The Deputy manager will be required to deputise for the Manager SSFS for periods of leave.

Manager SSFS Key Selection Criteria

Deputy Manager SSFS Key Selection Criteria

  • Demonstrated experience (10+ years desirable) in a safety and security management context including proactive emergency response planning and preparation and responding to critical incidents for large, complex programs. Proven ability to engender a culture of safety and security amongst employees.
  • Demonstrated senior leadership experience involving the setting of direction and strategy, policy and procedural compliance and annual planning and review.
  • Managing, leading and mentoring a diverse national team with a demonstrated commitment to the principles of inclusion, localisation and equity. Experience in an international development context would be highly desirable.
  • Understanding of PNG security context – various actors, infrastructure and resources across PNG
  • Understanding of Gender Equity, Disability and Social Inclusion (GEDSI) principles and how they might be applied in the safety and security environment.
  • Demonstrated experience (10+ years desirable) in a safety and security management context including proactive emergency response planning and preparation and responding to critical incidents for large, complex programs.   • Demonstrated experience in managing a large and diverse fleet of vehicles and a day-to-day fleet service
