JOB DESCRIPTION

Australia – Solomon Islands Program Support (ASIPS+) Facility

The Australian Government, through the Department of Foreign Affairs and Trade (DFAT), has contracted DT Global to establish and manage its multi-sectoral facility, Solomon Islands Program Support (ASIPS+). ASIPS+ is the next phase of Australia’s partnership with Solomon Islands, and will provide logistical, operational and administrative support to Australia’s policy priorities and development program delivery in Solomon Islands.

ASIPS+ works across the Australian bilateral aid program, as well as provides support to the Australian High Commission administrations in Honiara. The in-country ASIPS+ Facility Support Unit (FSU) operates in a complex and evolving context, providing operational services to enable DFAT to meet its goals and objectives in Solomon Islands. The range of support includes, but is not limited to:

· Procurement and contract management of technical assistance in Solomon Islands and remotely, and support to performance management across all sector programs;

· Provision of support services (including logistics and security management) for Australian Government’s deployees and technical advisers; and

· Strategic advice, management and reporting, including program management (education), infrastructure technical management, monitoring and evaluation, strategic communications financial management and grant management.

· The integration of the cross-cutting issues of gender equality, disability and social inclusion, climate change, indigenous participation and localisation throughout program delivery.

The Role
The Procurement and Grants Officer will undertake effective and efficient responsibilities in relation to small to high value procurement and grants management. This will include assisting in aspects of contracting, grants, tendering, reporting, maintaining records and being responsible for the procurement of goods and services, working closely with the rest of the Facility Operations team and Facility personnel.

Key Selection criteria

Qualifications

· Minimum form six certificate required. A tertiary certificate or diploma in Accounting, Finance, Business, Economics, Office Administration and Management will be well regarded

Essential Experience, Knowledge and Skills

1. Previous experience of working for NGOs, other organisations with a multicultural setting would be ideal

2. Experience in activity management, logistics, procurement, grants and financial management

3. Knowledge of Commonwealth Procurement Rules and the Commonwealth Grant Guidelines (Desirable but not essential)

4. Demonstrated strong oral and written communication skills with an ability to contribute inputs into improving ASIPS policies

5. Ability to be flexible, responsive to requests, motivated, and ability to prioritize in a busy work environment

6. Familiarity with (or ability to learn) cloud-based information management systems-and record keeping requirements for donor-funded programs

7. Sound problem solving ability and experience working effectively with a team environment. Ability to work with competing deadlines

Remuneration
Commensurate to the technical knowledge and years of relevant experience and in accordance with the DT Global and ASIPS remuneration framework
