Terms of Reference

1. General Background
Project 21 (P21) is a UNHCR and DRC co-facilitated regional protection monitoring initiative designed to strengthen evidence-based protection responses across West and Central Africa. The inter-agency initiative mobilizes humanitarian partners to collect and analyze protection data in displacement-affected contexts, Through standardized tools and collaborative data collection. P21 represents a strategic initiative that relies heavily on evidence-based decision-making to achieve its objectives. The complexity of humanitarian and development challenges addressed under P21 requires accurate, timely, and actionable insights drawn from large and diverse datasets.
The organization is initiating a project focused on managing data collected through various internal and external surveys. The objective is to establish robust data management, discovery, and analysis capabilities utilizing modern cloud data platforms.
Determined by an External Mid-Term Review concluded by a team of two expert consultants at the end of 2024, the need to recruit a Systems Development Specialist will allow the Project 21 team to implement the technical recommendations received on the necessity to “build a sustainable, standardized data management and processing system to avoid critical risks, release economies of scale and guarantee the project”s institutional memory”, as well as to “ensure data quality by all available means”.
2. Purpose and Scope of Assignment      
The primary objective of the Systems Development Officer is to design, develop, and implement efficient internal and external systems for the comprehensive management of P21 data collected in the region. This includes migrating existing processes to the Microsoft Fabric platform and building intuitive data discovery and analysis tools to empower project teams and stakeholders.

The Systems Development Officer will be responsible for the full Software Development Life Cycle (SDLC) within the context of the survey data management project.
Key activities include:
– Analyzing current data collection methods and system requirements.
– Designing and implementing data ingestion pipelines and storage solutions within Microsoft Fabric.
– Developing user interfaces for both internal data management and external data submission/access (as required).
– Building data discovery and analysis tools, reports, and dashboards.
– Ensuring data security, integrity, and compliance standards are met.
– Migrating existing data and processes to the new platform.
The Systems Development Officer will perform the following duties:
– Conduct requirements gathering sessions with the project coordinator and relevant stakeholders to define system specifications and data architecture.
– Lead the migration of existing data storage and processing workflows to the Microsoft Fabric environment.
– Write clean, efficient, and well-documented code to develop functional systems, tools, and user interfaces (front-end and back-end).
– Design, build, and manage reliable data pipelines for collecting, cleaning, transforming, and loading survey data into the central repository.
– Develop data models, reports, and interactive dashboards using Power BI within Microsoft Fabric for data analysis and visualization.
– Develop and execute test plans (unit, integration, and user acceptance testing) to ensure system reliability, accuracy, and security.
– Create technical documentation, system manuals, and provide training and support to end-users and administrators.
3. Monitoring and Progress Controls
The Systems Development Specialist is expected to deliver the following outputs within the 6-month contract period:
• A fully functional, documented data management system built on Microsoft Fabric.
• Completed migration of existing data to the new platform.
• A suite of data discovery and analysis tools/dashboards (e.g., Power BI reports).
• Comprehensive technical documentation and end-user training materials.
• Regular progress reports submitted to the Project Coordinator.

The incumbent will work closely with the Project Coordinator to provide regular progress updates, manage timelines, and address technical challenges.

4. Qualifications and Experience

a. Education:

Bachelor’s degree in computer science, Information Systems, Software Engineering, or a related field.

b. Work Experience
– Minimum of 3-5 years of professional experience in systems development, data engineering, or a similar role.
– Proven experience working with cloud data platforms, specifically Microsoft Azure and/or Microsoft Fabric.
– Experience in developing data visualization tools and dashboards (Power BI strongly preferred).
– Experience with the full SDLC and Agile development methodologies.
c. Key Competencies
– Experience with web technology
– Understanding of data lakes and/or Microsoft Azure or Fabric
– User interface design experience
– Excellent analytical and problem-solving skills.
– Strong attention to detail and commitment to data accuracy and quality.
– Effective communication skills, both written and verbal, with the ability to translate technical concepts to non-technical stakeholders.
– Ability to work independently, manage time effectively, and meet deadlines within a consultancy framework.
