WHY JOIN WFP?
This position is National Officer role and a UN common VA and is based in Kabul.
THE ROLE
WFP works through Cooperating Partners (CPs) including National and International non-governmental organizations (NGOs). The incumbent of this position will be responsible to assist the Cooperating Partners Management unit in different aspects of partnerships with most suitable and appropriate NGOs, partnering with WFP in the implementation of various modalities of food and cash assistance to achieve common goals and objectives.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
As part of the Programme team, and under the direct supervision of the Programme Policy Officer (Head of CP Management), the Programme Policy Officer will have the following responsibilities:
1. Support the CP Management unit in the overall risk management, due diligence and risk profiling of the CPs.
2. Provide advisory and coordination support across the full partnership lifecycle, including all processes related to the CP Management.
3. Provide guidance and solutions for consideration to assist WFP Field Offices in implementing CP management policies and procedures in line with the approved SOPs.
4. Plan and participate in the CP Spot Checks and represent the unit during the execution process.
5. Oversee the Spot Check tracking and follow up with the CPs on the findings and recommendations for implementation.
6. Support the unit in planning and conducting financial oversight and performance evaluation of Cooperating Partners.
7. Develop a plan and take on adopting and implementing the Partner Connect – a digital platform for partnership engagement.
8. Take on adopting and implementing the FLA Manager – a digital platform for managing FLAs.
9. Assist the unit in the implementation of the UN Partner Portal, including the profile screening, proposal review and due diligence of the CPs.
10. AOB – as assigned by the Head of unit/Supervisor.
DELIVERABLES
· Head of Unit is provided with the backup support when and as needed.
· CP Management unit is supported with the overall management of the partnership lifecycle, including risk management and oversight activities.
· Area Offices and activity teams are provided with the required guidance and support related to the implementation of CPM policies and procedures.
QUALIFICATIONS AND EXPERIENCE:
Experience: At least one year of postgraduate professional experience in humanitarian and development programming and/or project management related fields.
Education: Advanced University degree in International Affairs, Economics, Social Sciences, Business Administration, Public Policy and/or Management or another discipline relevant to international development/humanitarian assistance. Or First University Degree with additional two years of related work experience and/or trainings/courses.
Language: Fluency in both oral and written communication in English and local languages (Pashto/Dari)
