Job Description (Roles and Responsibilities)

The British Embassy in Tehran has a vacancy for an Estates & Corporate Services Manager, Grade Executive Officer (EO).

The jobholder will effectively manage all Estates-related operations and lead the Estates team, working across British Embassy Tehran’s two large compounds to support the delivery of the Embassy’s Corporate Services objectives. This role involves significant engagement with internal teams, particularly the Technical Works Group, as well as external stakeholders, while maintaining excellent customer service and full compliance with Foreign, Commonwealth and Development Office (FCDO) policies and Health & Safety standards.

This is a key role that combines strategic oversight with hands-on management of estates, staff, budgets, and contracts. It is a dynamic, fast-paced, and rewarding position that demands the ability to deliver to exceptionally high standards in a challenging environment.

Duties and responsibilities

Estates (60%)

  • Support the Head of Corporate Services and Deputy Head of Corporate Services in the delivery of the Embassy’s key estates projects, leading on cross-Estates teamwork, including monitoring of and reporting on all activity.
  • Liaise closely with Technical Works Group colleagues to ensure effective prioritisation and implementation of projects and compliance with UK Health & Safety standards.
  • Develop and maintain strong working relationships with a range of external contacts, including Municipality officials, suppliers and contractors, escalating issues and concerns with the Head and Deputy Head of Corporate Services and the Senior Leadership Team as required.
  • Play an active role on the Post Housing Committee, working closely with the Head and Deputy Head of Corporate Services on recommendations for allocation of accommodation and working with the Estates team to take forward actions identified, developing a rolling programme for the replacement of furniture and fixtures.
  • Lead on estates asset system (Planon), running regular reports to ensure accuracy of data.

Staff and Resource Management (25%)

  • Line manage, motivate and develop five staff members, ensuring issues are resolved promptly and performance management of individuals and teams is delivered in line with FCDO best practice meets deadlines. Inspire staff to deliver to the highest standards and instil a culture of continuous improvement, professionalism and customer service.
  • Manage day-to-day expenditure, ensuring Estates-related budgets are forecast and managed as accurately as possible and any adjustments are reflected in the forecast on a monthly basis.
  • Oversee procurement and purchasing processes, actively engaging with the Finance and Procurement Hub to ensure spending remains within policy and maximises value for money. Provide support to other budget holders as required.
  • Lead on the Embassy’s two high value contracts for the provision of cleaning staff and gardening services; and provide contract management support to other teams, including setting specifications and monitoring implementation of all contracts.

Other (15%)

  • Oversee processing of diplomatic staff arrivals, departures, freight and luggage transfers and customs clearances.
  • Support the Transport Officer in the management of the Transport team and the maintenance and renewal of the Embassy’s official vehicle fleet.

The above list is not exhaustive and the jobholder will be required to be flexible and take on other ad hoc tasks as required. The job description may be reviewed to meet changes in business needs.

Resources Managed

  • Direct line management of five(5) staff members (Estates Services Manager, Head Gardener, Procurement Officer, Protocol Officer and Transport Officer).
  • Embassy’s annual budget allocation.

Eligibility

  • Applicants must already reside and hold the right to work and live in the Islamic Republic of Iran.
  • The successful candidate will initially be offered a three (3) month contract to cover the probationary period. Following the satisfactory completion of the probationary period, a fixed term one (1) year renewable contract will be issued.

Essential qualifications, skills and experience

  • Minimum of 3 years’ experience in a similar estates/facilities management/finance customer facing role, preferably in a diplomatic or corporate environment.
  • Excellent communication skills in both English and Farsi (written and spoken).
  • Sound judgement and the ability to analyse detailed technical information and tailor it so it can be understood by a range of audiences.
  • Strong project management, organizational skills and the confidence and ability to deal with difficult and complex situations, liaising with a range of stakeholders, including the Embassy’s Senior Leadership Team.
  • Strong interpersonal skills and customer service focus.
  • Proven expertise in managing and motivating large operational teams, to achieve high performance and deliver results.
  • Proficiency in Microsoft Office applications (in particular, Excel, Word, Teams, PowerPoint).

Language requirements:

Language: English and Farsi
Level of language required: Fluent spoken and written.

Desirable qualifications, skills and experience

  • Experience in using Oracle Based finance, procurement and HR management systems.
  • Familiarity with UK government processes and policies on financial and budget management.
  • Project management certification (PRINCE2 or PMP).

Working hours and remuneration:

The Embassy aims to offer an attractive working environment and remuneration package for this role.

The salary for this role is USD 3,367 per month (paid into a USD account of a local bank).

No accommodation and relocation expenses are payable in connection with this position.

This full-time role is based on working 38.45 hrs per week. Normal working hours for the Embassy are from 0800 to 1545 hrs Sunday to Thursday. The jobholder will be required to be flexible in their approach to hours worked as these will be dictated by operational needs and will involve occasionally working out of hours.

The Embassy has an active Learning and Development Committee, and the whole of Post is committed to providing the time and resources for staff to develop personally and professionally. The 70/20/10 learning and development model is applied in a flexible manner, with extensive informal and formal opportunities readily available.
