The Norwegian Refugee Council (NRC) is reinforcing its presence in North-East Ukraine and establishes an Area Office based in Kharkiv. The Area Office North – East (AONE) will become a new area office, scaled up from the current Kharkiv Field Office, and will start being operational in the first half of 2026. The Area Programme Manager will take an active part in this scale up.
AONE will cover regions of Kharkiv and Sumy where current Field Office (FO) in Shostka will, in first half of 2026, structurally move to be under new Kharkiv AONE.
The key sectors of intervention covered by the North-East area office will include Shelter, Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, and emergency response through cash assistance.
The Logistics Coordinator is the most senior Logistics staff at the Area level. He/she will lead the logistics team and provide advice and guidance in line with NRC standards, and support program/project implementation teams.
This position is open to candidates who have the legal right to work in Ukraine. Please note that we are unable to provide work permits or visa sponsorships for this position.
Generic responsibilities
Provide anti-corruption, transparency and cost efficiency focus on all processes, e.g. in procurement, vehicle management, asset management
Coordinate with relevant partners, suppliers, etc.
Specific responsibilities
Coordinate the implementation of Area logistical and procurement activities
Ensure that logistics and procurement operations are in line with NRC’s logistics policies and procedures and donor requirements.
Work closely with program team to ensure the procurement plans for all project are in place and ensure daily follow of the implementation of the procurement plans
Prepare requests for quotations and source bids & quotations per NRC procurement regulations and thresholds.
Ensure timely review and updating of standardized contracts/agreements between NRC supplier(s) and implementing partners to meet the requirements of NRC and other funding partners
Oversee the management of transport and fuel at Area Office level, including contract management of car rental, fuel supply, taxi services
Ensure regular Logistics and fleet reports are submitted regularly to the relevant stakeholders.
Responsible for all NRC assets management in accordance with NRC regulation and Procedures by ensuring regular Assets and stock checks/ inventory process on monthly basis and ensure the physical checks are documented and filed
Ensure accurate and timely flow of information within and among departments with regard to issues of procurement/logistics
Oversee the maintenance of appropriate filing, retrieval and archiving systems in the Area Office
Participate in budget development within the area of logistics when required
Consolidate periodic Logistics department reports for management decision making
Assign, supervise and appraise the work of Logistics staff.
Generic professional competencies:
Experience from working as a Logistics Coordinator in a humanitarian/recovery context

Fluency in English, both written and verbal
Context/ Specific skills, knowledge and experience:
University degree in supply chain, logistics, or equivalent
Minimum 2 years of relevant experience in the NGO sector
Fluency in Ukrainian and Russian

Good attention to detail with wide general knowledge
Adaptable and flexible attitude with good respect for rules and proper procedure
