Organizational Setting and Reporting Relationship

The position of Senior Treasury Assistant is assigned to the Treasury Services Division within the Treasury Department. You will be based at our Headquarters in Manila, Philippines.

You will report to designated International Staff and senior National Staff.

Your Role

As a Senior Treasury Assistant, you will provide analytical, technical and administrative support in (i) managing ADB’s global banking relationships; and (ii) managing bank accounts administration.

You will report to designated International Staff and senior Officer.

You will:

Banking Relationships (Opening, Maintenance and Closing of Bank Accounts)

  • Establish correspondent banking relationships for all ADB bank accounts:
    • review and negotiate the terms and conditions and other documentations governing the bank accounts
  • Periodically review overall relationships with depository banks and maintain records of such analysis.
  • Prepare briefing notes for use by senior management in meetings and conferences.
  • Monitor dormancy of bank accounts to ensure uninterrupted operations.
  • Analyze charges and interest income reflected in the bank accounts to ensure they are following the agreed Terms and Conditions between ADB and the depository banks.
  • Annually review local banking service providers; submit to Office of Risk Management for credit risk review.
  • Manage updates of ADB’s Authorized Signatures Book.

Bank Account Data Maintenance

  • Manage ADB bank account information in Treasury systems (Oracle, iFIRST, Partner Fund Management System, Loan IQ, Summit),
  • Manage bank and branch setups for consultants and vendors in Oracle
  • Maintain database of bank accounts, documents (digitized and physical)
  • Prepare and transmit Standard Settlement Instructions to trading counterparty banks and perform callback verifications

Qualifications

You will need:

  • Bachelor’s degree in accounting, finance, business administration or other related disciplines
  • At least 5 years of relevant professional experience
  • Solid knowledge of international banking practices and regulatory environment
  • Solid experience in banking relationships, negotiation of terms and conditions to open bank accounts
  • Working Knowledge of treasury operations (payments processing, foreign exchange, reconciliation, cash management, investment operations and funding operations)
  • Proficient in specialized Treasury-related software
  • Excellent oral and written communication skills in English

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
