1. Post Context/Post Summary

Allied Land Command (LANDCOM) HQ is the Theatre Land Component and Land Advocate responsible for coordinating and synchronizing NATO and Partner Land Forces by enabling land domain readiness, interoperability, standardization, and competency; on order deploys headquarters elements to provide planning, coordination, and command capabilities to Allied forces.

The Command Group is responsible for the overall operation of LANDCOM and the achievement of the LANDCOM mission.

The Office of the Chief of Staff (COS) provides him/her with all the administrative support that he/she needs to carry out his/her functions.

The Chief Technology Officer is responsible for developing and executing a comprehensive IT strategy that aligns with the priorities set by the Commander of LANDCOM. This role is essential for driving technological innovation, shaping the digital roadmap, and ensuring the successful implementation of technology initiatives within the organization. The CTO oversees various technical aspects, including systems architecture, software development, network infrastructure, and data security. Additionally, they manage the IT budget to ensure the IT infrastructure adapts to the organization’s evolving needs.

2. Principal Duties

The incumbent’s duties are:

• Propose a vision on how technology will be used in line with the Commanders priorities for safety, quality, security, redundancy and availability

• Manage the technology organization and lead the organizations digital transformation

• Manage operational and non-operational technical services to meet the requirements of different stakeholders

• Ensure that the technological resources meet short and long-term goals

• Create timelines for development and deployment of all technological services

• Maintain a stakeholder-focused outlook and to ensure the timely delivery of programs

• Manage the technology budgets and timeframes

• Optimize the technology organization in close cooperation with other Agency bodies (i.e. SHAPE, ACT, etc.)

• Stay on top of technology trends (e.g. Big Data, AI, Machine Learning) and developments (e.g. NATO Cloud Services)

• Ensure that all technology practices adhere to NATO standards

• Perform any other task in line with the main purpose of the job

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

This a mandatory deployment post. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and outside NATO’s boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries up to 30 days.

4. Essential Qualifications

a. Professional/Experience

Experience

Three year’s experience in the design and implementation of Information Technology systems.

Experience (5-10 years) leading major Information and Communication Technology (ICT) transformation programs at the senior executive management level, involving leading and managing change in a dynamic technical organization. Such experience should encompass:

• Development, management, acquisition and/ or implementation of major communications, computer, command and control, intelligence, surveillance and reconnaissance (C4ISR) systems and services;

• Change agent of innovation and technology adoption activities in services and capability areas within large international environment;

• Multi-disciplinary background across the full range of capabilities; application of emerging dual-use technologies (e.g. artificial intelligence, big data, quantum technology, robotics, autonomous systems, space technology, 5G);

• Experience in integrating new technology into operational systems and services.

b. Education/Training

University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.

5. Desirable Qualifications

a. Professional Experience

Proven ability to identify future technology trends, on the basis of sound horizon scanning, and to convert insights into actionable opportunities for the development of new ICT services and capabilities;

Proven ability to communicate effectively in English both in writing and orally with excellent briefing skills to different types of audiences, including authoring high-quality reports and providing briefings to senior stakeholders.

b. Education/Training

Candidate possess an Project Management Professional certification

Candidate possess an ITIL (Foundations) certification

Any other internationally recognized certifications (i.e. CISSP, CISM, Security+, ITIL, CISCO, etc.)

Experience in information and communication methodologies (e.g. COBIT, ITIL)

Prior experience in managing NATO scientific/technical programed of work activities and projects;

Prior experience of working in an international environment comprising both military and civilian elements;

Knowledge of NATO responsibilities and organization.

c. Language

A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.

6. Attributes/Competencies

• Personal Attributes: The incumbent must be able to work with little or no supervision as the subject matter expert for SLA and service level quality assurance for the static HQ. The incumbent must display motivation, initiative, and capabilities for planning, organizing, coordinating and controlling complex projects. Good inter-personal and communication skills, negotiating skills and good qualities of tact and judgment are required to enable effective communication with all stakeholders in the CIS delivery processes. Must be able to easily interact with the LANDCOM customer base.

• Professional Contacts: Maintains professional contacts with contractors, service providers and/or suppliers for establishing local communications capabilities.

• Contribution To Objectives: Directly contributes to the operational capability of the LANDCOM HQ to conduct day to day operations, support LANDCOM exercise planning cycle, execution of internal and external Battle Staff Training conducted at the static HQ and perform its role as NATO’s Land Without these contributions, the LANDCOM’s ability to meet its key tasks would be severely diminished or could fail.

a. Allowances
