GIZ International Services is preparing for the EU-funded tender: Technical Assistance for Post-Floods Rural Economic Recovery of Green Productive Assets in Khyber Pakhtunkhwa Pakistan in forecast stage.

The project will cover activities aimed to enhance the operational efficiency and sustainability of the KP Government’s energy sector.

The Project encompasses: a thorough gap analysis of Pakhtunkhwa Energy Development Organisation (PEDO) current operations. The development of robust monitoring and compliance frameworks. The optimization of hydropower plant operations and maintenance, and the enhancement of occupational safety and health standards.

YOUR TASKS

Provide strategic leadership to the technical team and overall guidance to the Government of Khyber Pakhtunkhwa (KP) on climate adaptation, environmental governance, and resilient infrastructure planning
Lead preparation of provincial green construction guidelines, integrating climate, environment, gender, community engagement, disaster risk reduction and sustainability criteria
Establish and oversee systematic EIA, feasibility and compliance review standards for water and power infrastructure prior to approval/commissioning
Strengthen policy coherence across relevant provincial departments (Energy & Power, Irrigation, Forests, Planning & Development) and alignment with Pakistan’s national frameworks and strategies, and the Sendai Framework
Facilitate policy dialogues, multi-stakeholder consensus-building, and institutional reforms to embed resilient infrastructure norms
Supervise development of capacity-building tools, SOPs, curricula and training programmes to enhance long-term institutional ownership
Ensure full alignment with EU-funded programme requirements, reporting procedures, and quality standards
Your Profile
Qualification and skills

Advanced university degree (Master’s degree required; PhD preferred) in:
Environmental Policy
Climate Change
Environmental Engineering
Climate Science
Natural Resources Management
Sustainable Development
or another directly relevant field
Fluency in English (spoken and written)
Knowledge of local languages is an asset
Strong analytical, leadership, communication, and policy advisory skills

General Professional experience

At least 12 years of professional experience in climate change policy, environmental governance, and/or climate-resilient infrastructure planning
Minimum 10 years of experience in environmental and climate policy development, including:
at least 5 years in leadership or team management roles for complex, multidisciplinary, or large-scale development programmes
Proven experience advising government institutions on climate-responsive policies, environmental safeguards, climate-risk governance and climate adaptation strategies
Demonstrated experience working in South Asia, preferably Pakistan

Specific professional experience

At least 5 years of experience designing, reviewing or implementing Environmental Impact Assessments (EIA), sustainability frameworks or climate-risk screening tools for public infrastructure
Strong expertise in:
green infrastructure and nature-based solutions
climate-resilient engineering and infrastructure planning
integrated water resources management (IWRM)
Experience preparing or advising on climate and environmental regulatory frameworks, infrastructure guidelines, feasibility review standards, and climate-risk governance mechanisms
Demonstrated capacity-building experience, including designing and delivering institutional learning modules, technical training, and structured knowledge-transfer programmes for government departments
Familiarity with EU regulations, procurement procedures, and implementation modalities

Peshawar (capital of Khyber Pakhtunkhwa, Pakistan)

Start date & period of implementation

The intended start date is July 2026 and the period of implementation of the contract will be 30 months from this date (for a minimum of 550 days).

This job is suited to a full-time position.
