ACCOUNTABILITIES

Key Deliverables

Procurement

Collaborate with program staff and supply chain colleagues to develop precise procurement specifications that meet program requirements.
Ensure all purchase requests (PR) are processed accurately and within established timelines.
Ensure “value for money” procurement practices by fostering competitive and transparent processes.
Utilize SAP software to accurately record and process approved purchase requisitions.
Initiate and process Requests for Quotations (RFQs) and Requests for Proposals (RFPs).
Prepare and submit comparative bid analyses and other bidding documents for approval.
Issue Purchase Order (PO).
Verify the accuracy of procurement documents prior to payment authorization.
Collaborate with the Procurement Specialist to optimize contract execution.
Coordinate with finance, grants, administration, and program teams to ensure smooth and timely procurement procedures.
Maintain strict adherence to Plan’s procurement guidelines and donor stipulations throughout the entire procurement lifecycle.

Fleet management at the field level

Ensure efficient allocation of vehicles and motorcycles to staff, adhering to the resource-sharing protocol.
Act as a point of contact for contracted fuel providers, preparing monthly fuel reconciliations.
Ensure the maintenance of a robust maintenance tracking system for the service and upkeep of all vehicles, motorcycles, and generators.
Prompt reporting of vehicle and motorcycle incidents to the Logistics Coordinator, PIIA Manager, and Supply Chain Manager is essential, along with providing support to team members in completing incident reports accurately.
Dispatch and oversee shuttle operations, verify load and passenger capacity adherence to safety limits, ensure passenger authorization, and confirm the presence of all necessary tools in the vehicle.
Ensure proper security of all vehicles, motorcycles, and their associated keys.
Report all defects, regardless of severity, to the Logistics Coordinator, PIIA Manager, and Supply Chain Manager.

Asset management

Adhere to Plan policies for the proper management of all assets and property.
Maintain an up-to-date asset inventory and register.
Ensure accurate and comprehensive records of asset receipts, incorporating a robust tracking and filing system.
Implement a system for the comprehensive tracking of all Plan International asset movements and distributions, including a continuous process of updating the asset master list for review by the Logistics Coordinator, PIIA Manager, and Supply Chain Manager.
Propose strategies for asset disposal and replenishment.

Inventory and Warehouse Management

Ensure all warehouses operate in a manner that is efficient, effective, and compliant with Plan”s policies and procedures, including the Total Inventory Management (TIM) system.
Implement effective stock management practices, coordinating with relevant programs to ensure timely delivery of goods to beneficiaries.
Conduct quarterly inventory audits and provide a comprehensive stock report to the PIIA Manager and the Supply Chain Manager.
Warehouse capacity should be assessed periodically, and additional space acquired as needed.
Maintain sufficient office supplies, and a regular replenishment schedule is maintained.

Manage outsourced security and cleaning personnel.

Monitor the security and cleaning agency”s performance to ensure adherence to both Plan and the outsourced agency policies, and promptly report any discrepancies to the supervisor.
Reviewing and authorizing the time sheets of security and cleaning staff to ensure timely payment processing each month.
Prepare monthly performance reports on security personnel, outlining key achievements and areas needing improvement to support payment decisions.

Staff Support Responsibilities:

Meeting Logistics: Coordinate catering for basic meetings, ensuring accurate attendance records are maintained.
Proactively manage recurring meeting supplies.
Service Procurement & Administration: Oversee the procurement of catering and refreshments, requiring a PO (Purchase Order) to be in place prior to service delivery.
Invoice & Payment Processing: Secure invoices for all services within five (5) business days of completion and process payments within seven (7) days of receipt.
Liaise with the People & Culture team for any HR support needed at the field level.
Any other tasks as assigned by the line manager

General Accountability

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy, including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
